
Triple Mandate
Article 23 of the Canadian Charter
of Rights and Freedoms bestows constitutional obligations upon governments and
their representatives. The Conseil scolaire fransaskois (CSF) under the
Education Act (1995), represents the Ministry of Education of the Government of
Saskatchewan in matters of the education of rights holders.
In order to meet these
responsibilities conferred by the Charter, the Conseil has given itself a
threefold mandate: academic, cultural and community.
The academic mandate comes from the
rights granted to parents belonging to the linguistic minority to receive
instruction in their language when the number of children so warrants. |
