CÉF STUDENT RECEIVES JUNIOR CITIZEN OF THE YEAR AWARD

(Regina, June 19th, 2013) – It is with a great deal of pride that the Conseil des écoles fransaskoises (CÉF) has learned that Stacie Poirier, a Grade 12 student at École de Bellegarde, is one of four recipients of this year’s Junior Citizen of the Year Award presented by the Saskatchewan Weekly Newspapers Association and SaskPower. Each recipient is also awarded a $3,000 scholarship to further his or her postsecondary education.

This prestigious award is given annually to Saskatchewan youth aged 8 to 18 years who have a positive lifestyle; are dedicated to their community and school; have a strong sense of caring and responsibility; have the ability to overcome life's challenges; and inspire others. The Honourable Vaughn Solomon Schofield, Lieutenant Governor, presented the award to her yesterday during a ceremony held at Government House in Regina.

“It is an immense honour, an unforgettable opportunity, to hear that others appreciate what I do. I feel overwhelmed and humbled that people from my community would have thought to nominate me for this award. My advice to other youth is to seize all the opportunities that are given to you. You will find that, in the end, it will have been well worth the effort,” said Stacie.

According to Bernard Roy, Director of Education at the CÉF, “Stacie generously and enthusiastically participates in local and provincial school and community events. She is a true inspiration for the Francophone youth of the province. We are very proud that her French first-language education has helped give this worldly young Francophone lady the 21st-century shills sought by employers and the community at large.”

The CÉF would like to congratulate Stacie with regards to this personal success and wishes her success with her postsecondary studies and future projects.

NEW PRINCIPAL AT ÉCOLE MONSEIGNEUR DE LAVAL

(Regina, May 14th, 2013) – The Conseil des écoles fransaskoises (CÉF) is pleased to announce that Sébastien Ouellet has been appointed as the new principal of École Monseigneur de Laval’s elementary school pavilion.

In his role as vice-principal of the school since 2009, Mr. Ouellet has come to understand the school community well. His duties have included staff assessments, supervision and training. His responsibilities have allowed him to implement a variety of educational projects concerning literacy and numeracy. Prior to joining the management team, he had also taught for seven years at École Monseigneur de Laval.

The continuing rise in enrolments in both school pavilions and the transfer of the high school students to a separate facility has made the creation of this new position necessary. Its addition will allow the CÉF to adequately serve the 351 students enrolled at the elementary school.

“With his commitment to student well-being, his thoroughness in the level of training and follow-ups, I am convinced that Mr. Ouellet will fulfil his duties with skill and professionalism,” explains Bernard Roy, Director of Education at the CÉF.

The CÉF would like to recognize Mr. Rémi Lemoine, who has been at the helm of both the elementary and high school pavilions for the past three years. He will pursue his role as principal at École Monseigneur de Laval’s high school pavilion, Pavillon secondaire des Quatre-Vents.

Mr. Ouellet will shoulder his new responsibilities on August 28th, 2013.

WEST MEETS NORTH IN SASKATCHEWAN

(Regina, April 30th) – Representatives for French first-language education from the four western provinces and the northern territories are at École Monseigneur de Laval, Pavillon secondaire des Quatre-Vents (secondary school) in Regina on
April 30th and May 1st, 2013, for the ADÉON-APÉON-RÉON* Congress on Education.

The two-day conference welcomes the directors of education, board chairs and stakeholders in education from French first-language conseils scolaires (Francophone school boards) spanning western and northern Canada. The Conseil des écoles fransaskoises (CÉF) is serving as host for this edition of the conference.

The event was launched this morning with a presentation by Mr. Roger Lepage, legal counsel, on constitutional obligations with regards to education in a minority context. The presentation allowed for collective reflection on the legal and moral responsibilities held by a French-language conseil scolaire (Francophone school board) in its role as trustee for Sections 23 and 24 of the Canadian Charter of Rights and Freedoms.

Mr. Lepage successfully represented Saskatchewan, the North-West Territories and Yukon during their legal recourse and proceedings against their provincial or territorial governments to adequately fund Francophone education. The theme for this first day of awareness is the result of a reality that weighs heavily upon the French-language conseils scolaires of western and northern Canada. Many of them continue to pursue their claim in court for right-holder families to have the right to access French first-language education.

The first day will conclude with a presentation on the Linguistic and Cultural Policy Framework (PELEC). The PELEC is the fruit of collaborative work between the two conseils scolaires from Saskatchewan and Manitoba. The other western and northern conseils scolaires have agreed to the development of a common framework that would provide each conseil scolaire and its respective government with planned and systemic intervention tools to ensure the protection, fulfillment and transmission of French-language education mandate.

The second day will feature a presentation on the agreement established between the CÉF and the Centre psychosocial (CPS), an Ottawa-based firm specializing in assisting children with special needs. The agreement provides for the delivery of mental health services in French to children with special needs across the province. The presentation will be made in the presence of Mr. René-Guy Cantin, Executive Director, and Mr. Guy Bouchard, Director for Clinical Services at the CPS.

The remainder of the day will feature discussion and sharing of ideas and experiences. Participants will have the opportunity to consult with each other on various topics during workshops and explore together common strategies with regards to the development of French first-language education.

SASKATOON CITY WATER MAIN BREAK: ELEMENTARY SCHOOL STUDENTS TEMPORARILY AT HIGH SCHOOL

(Saskatoon, April 25^th, 2013) – Saskatoon city officials have contacted the principal at École canadienne-française, Pavillon élémentaire to inform the school that water services to the school will be suspended today and tomorrow (April 25^th and 26^th) due to a water main break. For this reason, students and staff at the school and daycare have been moved to the high school, Pavillon Gustave-Dubois (PGD) at 2320, Louise Avenue, Saskatoon.

The Conseil des écoles fransaskoises (CÉF) would like to reassure parents that Pavillon Gustave-Dubois has the facilities to temporarily welcome all of the students from the elementary school.

Parents have been called to advise them of the situation. Information has been sent in each child’s agenda to further inform parents of the situation. Signs have been posted on the doors at the elementary school to inform them of the situation.

PREKINDERGARTEN WILL BE CLOSED ON Friday, APRIL 26th.

KINDERGARTEN TO GRADE 7 : Regular classes will be held for K-7 students at the high school pavilion.

TRANSPORTATION : Transportation services will be available as usual for K-7 students. Students will be picked up and dropped off at the high school Friday morning and afternoon.

CENTRE ÉDUCATIF FÉLIX LE CHAT WILL BE CLOSED ON FRIDAY.

THE BEFORE AND AFTER SCHOOL PROGRAM WILL BE CLOSED ON FRIDAY. Students will be accommodated today at the high school (2320, Louise Avenue, Saskatoon) until parents are able to pick them up.

Classes and daycare services will resume as usual on Monday at the elementary school pavilion.

NEW EARLY CHILDHOOD SERVICES IN LLOYDMINSTER

(Regina, April 25th, 2013) – Families at École Sans-Frontières will now have access to a variety of Francophone early childhood programs in Lloydminster.

There is plenty of research showing that the first years of childhood, before age 6, are critical in ensuring healthy development. The Conseil des écoles fransaskoises (CÉF) wants to provide the best possible start to school and in life. For this reason, it has developed a series of programs and services aimed at introducing young children to positive and long-lasting experiences, all in French.

Although education in Saskatchewan is only compulsory starting at age 7, parents of students at École Sans-Frontières can enrol their children in school starting at age 3, thanks to its Pre-Kindergarten and Kindergarten programs. These programs are offered free of charge to parents of children eligible to attend first-language French school. They provide francization services for children who speak little or no French, an essential factor in helping ensure better integration and success for students with regards to education as well as with the social and community aspects.

Pre-Kindergarten Program: Play and Explore

This program allows children aged 3 and 4 years to have a positive experience with school. Through fun activities, children familiarize themselves with their new school environment, socialize with other children and, most importantly, discover the joys of learning through play.

This program is offered part-time to children aged 3 years. NEW THIS YEAR >>> Beginning in September, 2013, Pre-Kindergarten for children age 4 will be offered full-time at Sans-Frontières in Lloydminster. Transportation to school will be offered to children eligible under the criteria established by the CÉF.

Full-time Kindergarten

This program is offered full-time five days a week to children aged 5 years. Children are introduced to pre-reading, pre-writing and mathematics. Despite being an optional program, the majority of parents choose to send their children to Kindergarten, knowing that the development of these learning skills will help prepare them for a smooth transition to grade one. Transportation to school is also offered to children eligible under the criteria established by the CÉF.

“Early childhood must be an integral part of education in a minority context. It creates a learning environment that favours the transmission of the French language and Fransaskois culture. The program encourages the global development (physical, social, emotional, cognitive and linguistic) of young children and immerses them in the French language in order to provide them with a headstart in school,” explains Bernard Roy, Director of Education.

TWO NEW PRINCIPALS APPOINTED TO FRANCOPHONE SCHOOLS

(Regina, April 24th, 2013) – The Conseil des écoles fransaskoises (CÉF) is proud to announce the nomination of the following school principals.

North Battleford

Ms. Lori Michaud has been officially appointed principal at École Père Mercure. She had previously occupied the position as interim principal over the past two years. During this time, she dedicated herself to fulfilling her responsibilities in this role. Ms. Michaud will continue to support the staff in working to offer students a learning environment conducive to their learning, development and success. She will also supervise the continued implementation of the International Baccalaureate Primary Years Program, an education program dedicated to the child’s global development and skills in research and discovery.

Zenon Park

Mr. Serge Côté has accepted a position as principal at École Notre-Dame-des-Vertus, beginning August 28th, 2013. With a passion for education, he has gained experience over the years in teaching positions at the elementary, secondary and postsecondary levels. As assistant principal for the only Francophone high school in the Yukon, he left his mark on the students and staff with his human approach, team spirit and boundless dedication. His professional journey has guided him to Quebec, the Yukon, and more recently, to Saskatchewan.

“The CÉF can count on competent principals who stand out thanks to their leadership and dedication in Fransaskois education. The student is always at the heart of their efforts. These new appointments will allow the CÉF to maximize its impact for the good of the students and in reaching its goals with regards to its strategic plan, Destination 2015,” stated Bernard Roy, Director of Education.

The CÉF would like to sincerely thank Mr. Guy Jean for his excellent contribution to Fransaskois education in Zenon Park. It goes without saying that his passage as interim principal still echoes between the walls at École Notre-Dame-des-Vertus.

CÉF STUDENT TO REPRESENT SASKATCHEWAN IN QUEBEC FOR PRESTIGIOUS MUSICAL TALENT COMPETITION

(Gravelbourg, April 12th, 2013) – Monique Mireau, a grade 12 student from École canadienne-française, pavillon Gustave-Dubois in Saskatoon, won first place at the provincial competition of Secondaire en spectacle. The finals took place at La Palestre in Gravelbourg during CÉFOU, a provincial sociocultural event for students organized by the Conseil des écoles fransaskoises (CÉF).

This talented young lady thrilled the audience with her musical creation entitled Folle de ton amour. She also won the People’s Choice award. Monique was one of approximately 20 students who energized the stage by performing in a variety of disciplines, including singing, musical interpretation, dance and other original acts.

A jury had the challenging task of choosing three winners among the amateur artists. Emmanuel Masson, a grade 10 student at École Monseigneur de Laval in Regina, took second place for his interpretation of the song Heureux d’un printemps by Paul Piché. A grade 11 ensemble from École de Bellegarde called ACA claquettes, made up of Aston Georges, Andréa Poirier and Cassandra Poirier, was awarded third place.

Monique Mireau will represent Saskatchewan at the Rendez-vous panquébécois de Secondaire en spectacle, the Quebec edition of this prestigious musical talent competition, from May 31st to June 2nd in Quebec. The province of Saskatchewan is the only province outside Quebec that participates annually in this large gathering of amateur artists. Monique, as well as 17 other local winners from across the province of Quebec, will perform onstage in a professional setting.

Secondaire en spectacle is a platform that allows young aspiring artists to express themselves, develop their creativity, and improve their self-esteem. It is an opportunity to live one’s passion in French.

CÉFOU REVELS IN GRAVELBOURG HOSPITALITY!

(Gravelbourg, April 12th, 2013) – More than 500 Grade 7 to 12 Francophone students gathered in Gravelbourg from April 10-12 for the third edition of CÉFOU! Organized by the Conseil des écoles fransaskoises (CÉF), it is the largest sociocultural gathering for Francophone youth in Saskatchewan. The community joined in for the opening ceremonies and for Secondaire en spectacle (a performing arts competition for Francophone youth), as well as to meet the students and admire their many talents.

After the opening ceremonies, a Nova Scotia rap/hip hop band called Radio Radio gave an incredible performance where the intensity of the students’ reaction literally shook the building. The second day marked the start of the different workshops. Disciplines included sports, visual arts, performing arts, volunteering, media, and sciences. The adventure discipline, new this year, was a definite success.

Students were able to put their talents to good use, have fun in French outside a classroom setting, network and make new friends by participating in activities they enjoy: sports, creating works of art, producing a film, writing and editing the CÉFOU GAZETTE, learning survival techniques and even building sailboards!

Thursday evening, during Secondaire en spectacle, students in the performing arts discipline showcased their talents in dance and song from every musical genre in front of an energetic crowd. The visual arts students also produced a colourful collection or works of arts.

Prizes were awarded during the closing ceremonies to students in the various disciplines. The audience was given the opportunity to get an eyeful once again with student acts from the performing arts, visual arts and media presentations.

The CÉF would like to thank its many partners for their support, particularly the Conseil culturel fransaskois, as well as the staff and students at École secondaire Collège Mathieu for their hospitality, the volunteers who gave their time to work relentlessly, the judges, and the spectators. Without everyone’s participation, the 3rd edition of CÉFOU could not have been a success. Congratulations to all and see you next year!

CÉF HAS MIXED REACTION TO DECISION BY SASKATCHEWAN COURT OF APPEALS

(Regina, April 10th, 2013) – Following a news report broadcasted by CBC French concerning a recent decision by the Saskatchewan Court of Appeals, the Conseil des écoles fransaskoises (CÉF) would like to share with the community some information pertaining to this ruling.

The decision was rendered following an appeal by the Province of Saskatchewan regarding education funding for Francophone students from Alberta and Manitoba who attend CÉF schools in border communities.

Chief Justice Klebuc, Judge Richard and Judge Caldwell concluded that the Province of Saskatchewan is not responsible for the funding of minority language education for students residing out of province. While the government reacted favourably to the decision, the CÉF is satisfied with certain portions of the decision made by the Court of Appeals, particularly with the judges’ decision to recognize Pre-Kindergarten students as part of the CSF’s total enrolment.

“Early childhood is a vital part of the education continuum for the minority. As an integral part of the CÉF’s recovery efforts, early childhood programs offer students a smooth transition to French first-language school. These programs also provide them with an equal opportunity to maximize their potential, which will have a positive impact on them for learning at school and in life. The fact that Pre-Kindergarten has been recognized by the Court is, for us, a small victory,” stated Yvan Lebel, Board Chair for the Conseil scolaire fransaskois.

The status quo decision made by the Court of Appeals allows the CÉF to continue working with the governments of Saskatchewan and Alberta towards including the CÉF in the Lloydminster Charter on par with the English-language school systems.

As for the decision regarding funding for Manitoba Francophone students, the CÉF is maintaining its bilateral agreement with its francophone counterpart in Manitoba in order to allow the concerned students to finish their school year. The CÉF will have to work with the Manitoba school division to analyze the budget impacts for the years to come. This casts a shadow on the possibility of extending the agreement for the future.

The Francophone community has lost ground in this regard. The CÉF provided French first-language instruction to students who would otherwise not have had access to it in their province of residence. Minority school divisions in all provinces are responsible to uphold Section 23 and 24 of the Canadian Charter of Rights and Freedoms. The agreement allowed the concerned school divisions as well as both provincial governments to respect their obligations with regards to minority education. It also favoured the development of border communities. The decision rendered will result in the division of these natural Francophone communities.

“The concerned families will have no option but to resort to proximity rather than language of instruction to ensure their children’s education. The choice will be limited to a majority school. The destruction of the cultural identity for these students, their families and their francophone community could be a potential result,” explains Bernard Roy, Director of Education.

“We hope that the provinces will see the benefits and the economy of scale associated with welcoming cross-border minority students living in border communities,” he added.

THE CÉF REACTS TO COMMENTS MADE BY THE GOVERNMENT OF SASKATCHEWAN

(Regina – March 15th, 2013) – The Conseil des écoles fransaskoises (CÉF) does not agree with comments made by the Government of Saskatchewan with regards to the state of its facilities as reported in the March 14th edition of the Regina Leader-Post. According to the article, the CÉF would have received 32 million dollars for infrastructure out of a total budget of 500 million dollars, which, according to the Ministry of Education, represents 6% of the total budgeted amount for a group representing less than 1% of the population. What the Ministry isn’t saying, however, is that since the management of Fransaskois schools was handed over to the first conseils scolaires fransaskois in 1994, no plan to upgrade the French-language school system to the same level as majority schools has been put forth by the Ministry. In addition to this, since the CÉF has only been in existence for less than 20 years, the infrastructure system is still being built, and it is therefore normal that the Government of Saskatchewan would have to provide capital funding in order to catch up and repair past injustices.

What the Ministry also isn’t saying is that the federal government funded the first eight schools. According to the latest census, the CÉF, which now serves 1800 students, could in fact see enrolments up to 11,000 students if its infrastructure system was adequate and if the necessary funding was put in place to offer programs equivalent to those offered in the other school systems.

The CÉF is questioning the intentions of the Ministry with regards to these comments, which will certainly direct animosity from the majority community towards the Fransaskois community. According to Bernard Roy, “The Ministry does not seem to want to assume its responsibilities with regards to Section 23 of the Canadian Charter of Rights and Freedoms. The dissemination of these incomplete messages serves to further divide the community and create controversy with regards to French-language education in Saskatchewan.”

It is obvious that if the CÉF does not possess the necessary safe and adequate infrastructures, it is impossible to offer the same quality of programs that are found in the English-language school divisions. “We are frustrated and disappointed to see that once again, representatives of the Ministry have shown bad faith by presenting information out of context,” explains Mr. Roy. Since 1994, the Ministry has failed to prepare an action plan that would assist the CÉF in working with municipalities for the identification and purchase of land for new infrastructure projects, while the English-language systems are able to participate in all development processes.

In the article, the Ministry indicates that the CÉF has been submitting incomplete demands with regards to renovations and school construction projects. However, what the Ministry isn’t saying, is that even if it has promised since 2010 to produce a reference manual on the needs of Fransaskois schools which would allow the CÉF to estimate costs relating to construction and renovation (as exists for the majority school systems) more easily, this tool still has not been provided. Since 1994, the CÉF has inherited several aging schools. With this reality, it is important to take into account the fact that it is often difficult, if not impossible, to foresee repair or renovation costs. In an effort to submit realistic cost summaries, the CÉF has no other option but to hire external experts, for which it must pay out of its own budget.

It is also important to note that in order to resolve renovation and construction issues, the CÉF must first secure the Ministry’s financial commitment before proceeding. Past experiences have not always proven positive in this regard.

It has also neglected to mention that, for three years, the CÉF has been asking the Ministry of Education to submit a formal request to the federal government for building new infrastructure and that once again, the Ministry has remained inactive.

The Ministry must recognize that the CÉF’s situation is exceptional and that no measure has yet been undertaken which would take into account the unique needs of its students, its schools, its mandate and its importance in the community of Saskatchewan.

SCIENTIFIC MINDS AT WORK

(Regina, March 12th, 2013) – The 16th annual Fransaskois Expo-science organized by the Conseil des écoles fransaskoises (CÉF) in Regina on March 7th and 8th brought fun and amazement to all its participants. Approximately 120 students from Grades 4 to 12 presented 67 projects, each one as intriguing as the next.

In addition to the privilege of assisting when their peers presented their projects, students participated in a multitude of activities that allowed them to make new friends from all over the province.

“With activities such as expo-science events, the CÉF offers students opportunities outside the classroom to develop a critical mind, an investigative awareness and a spirit of analysis. These activities are a part of the spirit of the science curriculum. Year after year, our students stand out with their projects, great examples of research and innovation,” maintains Robert Lessard, Assistant Director of Education at the CÉF.

“The Expo-science is a good idea for promoting scientific ideas and interests. It is also a good way to bring together students with common interests,” says Hira Ghani, a student at École canadienne-française, pavillon Gustave Dubois in Saskatoon, who won a trip to the Canada-Wide Expo-Science. “For me, having won an award is extremely humbling. It was a wonderful life experience; I appreciate the recognition. This is super!”

IMPLENTATION OF OHS POLICY CONTINUES AT THE CÉF

Training Session on Threat and Risk Assessment

(Regina, March 8th, 2013) - A group of approximately 60 administrators, directors, assistant directors and school staff members from the Conseil des écoles fransaskoises (CÉF) are meeting in Regina on March 7th and 8th to attend a training session on Violent Threat and Risk Assessment (VTRA). Representatives from the early childhood centres also attended the training session.

Offered by an accredited VTRA instructor, the training session aims to equip the CÉF with the necessary tools to identify, assess and intervene in the case of risk or danger occurring as the result of any inappropriate, menacing or violent behaviour on the part of students. The training has been made available as a measure of prevention and awareness for staff members working in a school environment.

“The main goal for this training is to allow us to quickly assess dangerous situations arising from threat or violence. VTRA is a continuous process. By implementing an assessment strategy, we will be able to apply the appropriate action in order to reduce the identified risk,” explains Robert Lessard, Assistant Director of Education.

Following the training sessions, the CÉF will outline its violent threat and risk assessment protocol, establish a prevention and intervention plan for crisis situations, improve its stress management approach following a crisis situation, and put in place, in each school a multidisciplinary team that will establish and apply emergency/contingency procedures.

“VTRA is a process by which we try to establish a link between known facts which would reveal, before anything happens, that a person is about to commit a serious act of violence. The VTRA process was the missing link to prevention,” explains Francine Frisson, consultant and instructor.

The training session on threat and risk assessment is one of a series of proactive actions undertaken by the CÉF since the adoption of its administrative policies and procedures on occupation health and safety (OHS). Among other measures undertaken in 2012-2013 are:

Providing compulsory training on Workplace Hazardous Materials Information System (WHMIS) for caretaking/maintenance staff and science teachers. This training must be taken on a yearly basis and is accredited.
Purchasing on individual protective gear for caretaking/maintenance staff (for example, steel-toed indoor and outdoor footwear and winter coveralls);
Ensuring a complete review and updating of the emergency/contingency plans in each school, taking into consideration all relevant dangers and risks;
Implementing yearly fire and shutdown drills, etc.;
Ensuring that the emergency/contingency procedures are standardized, consistent and centralized;
Setting up OHS committees in schools and administrative offices;
Assessing a mass communication procedure to reach parents in an emergency situation.

“All of the measures undertaken by the CÉF are part of our Continuous Improvement Plan. We are seeking to provide our schools with the means to assess a risk situation and act as required. This is necessary for the health, safety and well-being of the young children, the students, our staff and the community staff in our schools,” concluded Bernard Roy, Director of Education.

$12,000 BURSARY WON BY CÉF STUDENT

(Regina, March 5th, 2013) - Gabrielle Lizée-Prynne, a Grade 12 student at École Monseigneur de Laval, Pavillon des Quatre-Vents in Regina has won a $12,000 bursary by taking first place in the Concours national de rédaction en français 2012-2013, a national writing contest in French.

Her essay, entitled On protège ce qu’on aime! (We protect the things we love!), was ranked at the top of 400 entries from students from across Canada in the First-Language French category.

Organized by French for the Future, the contest invited students to answer the question, “What must we do as citizens to preserve bilingualism in Canada?” Gabrielle based herself on her own personal experience in Saskatchewan to write her essay.

“I wanted to write from the perspective of a person who lives in a minority context, where everything happens in English,” she explains. In her essay, Gabrielle shares the knowledge that has made her realize the numerous advantages of being Fransaskoise, or a bilingual Francophone in Saskatchewan.

Gabrielle was astonished to hear that she had won first place in the contest. “I was proud, especially since I’m from Saskatchewan, where I live in a nearly entirely English-speaking environment. It is encouraging to learn that my essay was of sufficient quality to be competitive with the other essays submitted by students from other provinces,” she added.

Bernard Roy, Director of Education for the Conseil des écoles fransaskoises (CÉF) is not surprised. “Gabrielle is a concrete example of the excellent work that our staff does to help our students discover their cultural identity. Supported by families and the community, our staff upholds the CÉF’s vision to prepare our students to become accomplished citizens and proud Francophones. After seeing Gabrielle’s and other students’ successes, I can proudly say: mission accomplished,” he declared.

Gabrielle is one of 35 recipients of bursaries with values ranging from $1,000 to $12,000 in the First-Language French category. These bursaries are offered in partnership with seven institutions in Canada in order to help students pursue post-secondary studies in French. Gabrielle has chosen to study at the University of Ottawa.

TWO CÉF STAFF MEMBERS RECOGNIZED FOR THEIR WORK TOWARDS IMPROVING EDUCATION IN SASKATCHEWAN

(Saskatoon, February 26th, 2013) – Two employees at the Conseil des écoles fransaskoises (CÉF) have recently received awards of recognition for their respective contributions to education in Saskatchewan.

Assistant Superintendent Tom Michaud was presented with the LeBlanc-Dubois Award sponsored by the Association provinciale des enseignant.e.s fransaskois (APEF). This coveted award for continued leadership towards improving Fransaskois education was presented to him in front of his peers during a joint banquet organized by the Association locale des enseignant.e.s fransaskois (ALEF) and the APEF.

“It is an honour to be presented with this award. Special thanks go to all of the people with whom I have worked over the years. They have all contributed to my life path such that I now find myself here today,” said Mr. Michaud.

The Saskatchewan Physical Education Association recognized Cassie Clement, a physical education teacher at École Monseigneur de Laval’s elementary school pavilion, for a second consecutive year. She received the Quality Daily Physical Education (QDPE) award in recognition of the improvements she has made to encourage students to engage in physical activity.

“I am very happy to learn the news. I greatly appreciate the fact that the work we are doing is being recognized. I must however insist that it is thanks to the participation of the students that we have been deemed deserving of this award,” stated Ms. Clement.

Bernard Roy, Director of Education for the CÉF, is not surprised: “The CÉF is proud to have on staff individuals who demonstrate such a high level of dedication towards the success and growth of our young Fransaskois students.”

Caravan against discrimination in schools visits ECF and Mgr de Laval

(Regina, February 13th, 2013) – To enhance the activities organized in celebration of Black History Month, the Conseil des écoles fransaskoises (CÉF) has arranged awareness workshops for students at École canadienne-française in Saskatoon and École Monseigneur de Laval in Regina on February 13th and 14th, 2013.

Entitled “The Caravan”, these interactive workshops are designed for children aged 6 to 17 years. They are offered by the Alliance Jeunesse-Famille de l’Alberta Society (AJFAS), a Francophone organization focusing on education and on crime prevention for over 17,000 children and youth in Alberta since 1999. The AJFAS is now working in Saskatchewan to help the CÉF in its effort to raise awareness.

Through interactive workshops, students will be called upon to become aware of their role in reinforcing social cohesion. By getting students to exchange and debate ideas with each other, the Caravan against discrimination in schools will help to:

identify the reasons that fuel discrimination,
encourage children and youth to think critically about their daily attitudes and behaviours,
make children and youth aware of the dangers of intolerance and the lack of respect of others,
explore the different means of recourse available to fight discrimination.

The Caravan workshops are in line with the intervention areas outlined by the CÉF in its continuous improvement plan, and will help reach the goals stated in its mission, vision and values, for example the development of positive interpersonal relationships, a safe and secure learning environment, well-being and openness to the world.

“Our schools reflect a vibrant Fransaskois and Canadian community where people of different cultures, religions, etc. coexist in harmony on a daily basis. We wish for our students to possess the necessary intercultural skills that will allow them to take full advantage of the rich diversity that surrounds them. To reach this goal, it is important to offer them the chance to engage in open dialogue,” stated Bernard Roy, Director of Education.

Souleymane Dabo, intercultural coordinator at the CÉF and project leader, recognizes the benefits of the project. “It is the beginning of a wonderful partnership between the AJFAS and the CÉF that will certainly bring us to increase the number of workshops offered to other schools and grade levels.”

Amongst the series of workshops offered by the AJFAS are the Caravan for Harmony (students aged 6 to 8 years), the Caravan of Diversity (students aged 9 to 12 years) and the Caravan against discrimination (students aged 13 to 17 years). The workshops advocate harmony between everyone, safety, accepting others without discrimination, social cohesion, the appreciation of particularities, and the respect for diversity in order to be able to coexist peacefully in the community.

THE CEF AND FRENCH EDUCATION REMAIN CATEGORICALLY ABSENT FROM THE NEW LLOYDMINSTER CHARTER

(Regina, December 5^th, 2012) – École Sans-Frontières in Lloydminster will not benefit from the same rights as its corresponding schools in public and catholic school divisions following the signing of the tri-partite agreement on the Canadian border town. The Conseil des écoles fransaskoises (CÉF) came to this conclusion following Monday’s announcement concerning the adoption of the new Lloydminster Charter that will come into effect on January 1^st, 2013.

The Saskatchewan and Alberta governments and the City of Lloydminster have announced the implementation of the legal framework for the governance and administration of the City of Lloydminster that will now allow it greater flexibility and efficiency regarding the management of its municipal operations. The involved parties have declared that they are proud of the work accomplished with their partners to ensure that the revisited Charter “serves the needs of those living in this unique city.”

According to the CÉF’s legal counsel, Roger J. F. Lepage, the recent announcement concerning the review of the Lloydminster Charter is a blow to the CÉF, which has been petitioning both provincial governments for three years to modify the Lloydminster Charter.

“For three years, we have been negotiating with the two provincial governments and with the City in order for the CÉF to be recognized as equal to the public and catholic school divisions in the Lloydminster Charter. This recognition has an important bearing on how our education system is viewed as well as on funding formulas for school operations. Nevertheless, year after year, our request to add the CÉF to the Charter as an educational institution has been refused. We find ourselves today faced with a done deal. The Lloydminster Charter has been revisited and will be in effect in less that one month without including the CÉF. This is deplorable,” declared Yvan Lebel, chairman of the board for the CÉF.

The changes made to the new Charter aim to support the growth in this unique town by affording it the legislative powers it needs to ensure the proper operation of the municipality in both provinces. Faced with a growth of 94% since opening its doors in new facilities at École Sans-Frontières, the CÉF also needs the Charter’s support to ensure the efficiency and effectiveness of its operations in Lloydminster.

In contrast with the public and catholic school divisions in Lloydminster, the CÉF must negotiate a bilateral agreement with a Francophone school division from Alberta to obtain the funding assigned for students living in Alberta. The CÉF must therefore deal with regulations and procedures that differ from the majority, which impedes the efficiency and effectiveness of its operations in addition to increasing the challenges relating to the chronic underfinancing experienced by the CÉF.

“We request equal treatment with regards to the provincial legislation of the Lloydminster Charter in order to provide our students with an education program and infrastructures equivalent to that of the majority. The needs of our students and their families who reside in this unique city must be included in the Charter. Mo more, no less,” added Mr. Lebel.

NEW MENTAL HEALTH SERVICES AT THE CÉF ENHANCE CAPACITY TO ASSIST STUDENTS WITH SPECIAL NEEDS

(Saskatoon, October 29^th, 2012) – Thanks to a new agreement with the Centre psychosocial, an Ottawa-based firm specializing in assisting children with special needs, students in Fransaskois schools will now be able to access a larger array of mental health services in French.

According to the Mental Health Commission of Canada, between 15 and 25 percent of Canadian children and youth suffer “at least one mental health problem or illness. These range from depression and anxiety to eating disorders and substance abuse ». Knowing that these problems and illnesses can have serious consequences on learning, personal growth and achievement, the Conseil des écoles fransaskoises (CÉF) has reached an agreement with the Centre psychosocial in Ottawa.

Having served Francophone children, youth and families in Eastern Ontario for over 25 years, the Centre psychosocial is recognized today for its excellence in providing mental health services to Francophones living in predominantly English-speaking communities. These services, provided by the multidisciplinary team at the Centre psychosocial, will complement the existing Student Services at the CÉF.

“In a crisis situation, it becomes difficult for a child or a youth, as it does for an adult, to express his or her pain or suffering in a language other than his or her mother tongue. We have a responsibility to provide our students with the same opportunities to succeed in school and in life. Thanks to the expertise in mental health provided by the Centre psychosocial in combination with the services provided by the CÉF’s in-house expertise, our families will now have access to health care and clinical services in the language of their choice,” pointed out Ms. Frankie LaClare, Assistant Director of Education responsible for Student Services.

“Certain feelings and behaviours are a part of childhood and adolescence. However, the invisible nature of certain mental health issues make them easy to ignore, as opposed to problems such as heart disease or even a fractured limb. It is often difficult to determine if, for example, a child is sad or suicidal. This innovative partnership between the CÉF’s Student Services team and the multidisciplinary team at the Centre psychosocial will allow us to implement the necessary means to recognize and treat mental health issues in order to encourage the best personal growth possible for young francophone students in Saskatchewan,” explained Mr. Guy Bouchard, Director for Clinical Services at the Centre psychosocial.

These complementary services, all delivered in French either in person or by audio or videoconferencing, will include: clinical and psychological needs assessments and referrals, intervention and treatment plans, consultation services, therapy and counselling (group or individual) depending on the nature of referred cases, as well as training services for CÉF staff. The agreement between the CÉF and the Centre psychosocial has been negotiated for a period of three years, with the possibility of renewal.

École Valois student honoured with Governor General’s Caring Canadian Award

(Regina, October 10th, 2012) – Last night, during a high profile banquet, His Excellency the Right Honorable David Johnston, Governor General of Canada, presented Miss Taylia York, a Grade 8 student at École Valois in Prince Albert, with the prestigious Governor General’s Caring Canadian Award for her volunteer work with seniors.

It was during a banquet organized at the Alfred Jenkins Field House by His Worship Jim Scarrow, Mayor of Prince Albert, in honor of His Excellency’s visit that the award was presented to three recipients, including Miss York.

The Governor General’s Caring Canadian Award is presented to individuals who contribute in a significant, sustained and volunteer fashion in their community, in Canada, or abroad. These individuals, whose contribution often takes place behind the scenes, are models for compassion and engagement in concordance with Canadian ideals.

For several years, Miss York has been helping a mentally challenged woman learn to read, write and communicate. She has also been volunteering her time in a senior citizens’ centre. “I was very surprised to learn that I was being honoured with this prize. When I started, I was only 8 years old. I had no idea that what I was doing would really help someone. It was truly a wonderful experience,” admitted Miss York, now 13 years old.

The Conseil des écoles fransaskoises is proud to applaud this young Fransaskois student for her humanitarian efforts in the community of Prince Albert. Congratulations!

COURT ORDERS GOUVERNMENT TO PAY FOR LLOYDMINSTER SCHOOL RENOVATIONS

(Regina - September 27, 2012) - The Conseil des écoles fransaskoises (CÉF) is pleased with the decision made by Saskatchewan’s Court of Queen’s Bench on September 24th, 2012 requiring the Government of Saskatchewan to reimburse essential renovations undertaken by the school board at the new school facilities for École Sans-Frontières in Lloydminster.

Judge GA Chicoine ruled that the Government of Saskatchewan must pay the CÉF an additional $658,380 to cover unforeseen costs relating to the transformation of the building. A professional assessment conducted by a firm of consultants during the renovations had indicated that the building’s mechanical system did not comply with school building standards established by the Government of
Saskatchewan.

The Juge ordered the government to immediately pay the CÉF from its general revenue fund:
• the sum of $158,000 to cover additional renovation costs for leasehold improvements to the Lloydminister school facility;
• an additional amount of $9,315 per month, beginning October 1, 2012, to cover the monthly rental costs as well as the leasehold improvement allowance incentive.

The decision made by the Court of Queen’s Bench reiterates the government’s obligation under Section 23 of the Charter of Rights and Freedoms to provide adequate funding for minority schools, granting them access to an education equivalent to that received by the majority.

"The judge recognized that compliance with Section 23 of the Charter is not only the responsibility of a school board, but also that of the government. The responsibility of the government extends to include adequate funding for programs and school facilities. The judge also recognized that, without adequate funding, greater harm would befall the CÉF since students would not be able to continue their elementary and high school studies in the school system of their choice, " said Roger Lepage, legal counsel for the CÉF.

Mr. Yvan Lebel, chairman for the Conseil scolaire fransaskois, said he was delighted by the decision: "We are committed to providing our students and their families with school facilities that reflect the quality French language education that is taught in our schools. The transformed facilities, located at 4204, 54th Avenue in Lloydminster, will allow us to provide, for the upcoming years and until confirmation is received for a new construction, the space required for the school’s growing student population."

École Sans-Frontières has experienced tremendous growth, with enrolment spiking from 11 to 68 students in just one year. With a schoolyard and large naturally lit classrooms, the building offers appropriate spaces for students from pre-kindergarten to Grade 12 to learn.

Notwithstanding its victory in court over the funding issue for École Sans-Frontières, the CÉF would like to pursue talks and collaborative efforts with both the Governments of Saskatchewan and Alberta in order for the CÉF to be recognized and included in the Lloydminster Charter as well as to jointly develop a long-term plan that will meet the needs of its growing French-language schools.

French School Board Sues Provincial Government

Regina, May 3rd, 2012 – Roger J.F. Lepage, legal counsel for the Conseil des écoles fransaskoises
(CEF), announced the school board has once again filed a Notice of Motion against the provincial
Ministry of Education for its failure to provide adequate funding to Saskatchewan’s francophone
students.

“The school board is constitutionally obligated to provide students access to education that is
equivalent to what is offered in the separate and public school systems. The recent provincial budget is
not providing the Francophone school board with the funds it requires to meet its obligations. This
year’s provincial budget reduced funding to $24 million, a $2 million cut from 2011,” said Lepage.

In the court action, the CEF is requesting approximately $3.7 million in interim funding to cover
education costs for the remainder of the 2011-12 school year, the required upgrade of the Lloydminster
school, an emergency contingency fund and planned budget needs for the 2012-13 school year.
Lepage noted that the cuts and the underfunding for the 2012-13 school year run contrary to a court
ruling rendered in May 2011.

At that time, the Court of Queen’s Bench ordered the provincial government to provide $2.8 million in
interim funding until a negotiated settlement could be reached in the ongoing dispute over the Conseil's
overall funding. The Court’s ruling also stated that, if the parties failed to reach a negotiated settlement
regarding interim funding either party was free to return to the court to further address the financial
need of the school board.

Yvan LeBel, president of the Francophone school board noted that, since last year, the French school
system’s financial obligations have increased, rather than decreased. Enrolment has increased
approximately four per cent per year and in 2011-12, there was an eight percent increase in enrolment.
Most of the increase has been in Lloydminster where a new school needs to be funded.

According to LeBel: “This move by the government is hurting our children, plain and simple and is
putting us in a position of having to cut education services unless the court intervenes.”
In the meantime, LeBel noted that mediation over a new funding formula has dragged on with no
further date set to resume talks.

The CEF is the school board for the province’s francophone schools. It is a recognized school division
under the provincial Education Act. As well, Section 23 of the Canadian Charter of Rights and
Freedoms guarantees education in French equivalent to what is available in English language schools.

Despite these legal guarantees, the CEF has continually struggled to secure adequate funding from
the provincial government. In its notice of motion the CEF is seeking increase its operational funding,
funding for a bigger Lloydminster school and the promised funding formula to meet the unique needs
of the Francophone school board.

Students of the Conseil des écoles fransaskoises take a dual-credit University of Regina course in F

Regina, April 4, 2012 - A joint initiative of the University of Regina's Institut français, Department of
Psychology and Centre for Continuing Education and the Conseil des écoles fransaskoises (CÉF) has
enabled innovation in the delivery of French-language academic education: Grade 11 and 12 students of
the CÉF will soon complete a dual-credit academic course through the University of Regina's UR
Accelerated Program. It is the first time that such a course has been offered in French.

The students are taking Introductory Psychology, an evening course that Michel Thibodeau, a doctoral
student with the Department of Psychology, is teaching at Regina's Monseigneur de Laval, pavillon
secondaire des quatre vents. Videoconference technology also allows students at Saskatoon's École
canadienne-française, pavillon Gustave-Dubois to take the course. It is the first time that a UR
Accelerated course has been offered by distance.

The University of Regina's UR Accelerated Program offers Grade 11 and 12 students the opportunity of
taking university-level courses while acquiring credits at the University of Regina that also count towards
their high school diploma.

When the Department of Psychology proposed to the Institut français the possibility of offering a French
section of Introductory Psychology, the Institut français recommended in turn that the course be offered
through the UR Accelerated Program. The director of the Institut français, Peter Dorrington, is very
satisfied with the first UR Accelerated course to be offered in French: "The Institut français, the
Department of Psychology, the Centre for Continuing Education and the Conseil des écoles fransaskoises
have cooperated closely in order to offer this initial university-level course to students of the Conseil des
écoles fransaskoises and we are all very proud of how successful it has been."

The Director of Education of the CÉF, Bernard Roy, is equally pleased with this breakthrough Frenchlanguage
course: "The students have truly appreciated the opportunity to study psychology in French at
the university level and they really enjoyed both the course and the instructor. This kind of course is an
excellent way to facilitate our students' transition to university studies."

The Institut français plans to work with other University of Regina faculties in order to offer more dualcredit
courses in the future.

Science is fun!

Regina, March 19th, 2012 – The 15th edition of the Expo-sciences fransaskoise (province-wide Fransaskois
Science fair) organized by the Conseil des écoles fransaskoises (CÉF) took place last Thursday and Friday
amidst much laughter and amusement. Approximately 120 students from Grades 4 to12 presented a total of 72
projects, all equally interesting.

Robert Lessard, Superintendant at the CÉF, maintains that: “The new form had a scientific flair which included, in
particular, a science exhibition. The organizing committee also experimented this year with involving the Grades
7 to12 students in judging the projects prepared by the Grade 4 to 6 students.” The students were also left wideeyed
following a presentation by Sciences Timmins, who planned several demonstrations and activities, including
science olympics. Science teachers also took advantage of the opportunity to exchange and develop a
stimulating and motivating education approach, led by the representatives from Sciences Timmins.

Three budding scientists will represent the CÉF at the Canada-Wide Science Fair in May in Charlottetown, Prince
Edward Island: François Roewer-Després, Yohan Lefol and Arielle Sabourin. All three students are from École
canadienne-française (ÉCF) in Saskatoon.

The CÉF would like to thank SaskEnergy and the Saskatchewan Association of Science Faires. Thank you also
to the staff and students at École canadienne-française, Pavillon Gustave-Dubois as well as to the volunteers
and judges for their commitment. Special thanks to the Collectif (ÉCF student council) for their time and
leadership during the activities. Each individual contribution was essential for the success of this event.
Congratulations to all the participants for their exceptional work.

PROVINCIAL BANNER IN BELLEVUE

February, 2012: The community of Bellevue came out to celebrate with école St-Isidore’s senior boys’ volleyball team, Les Prédateurs, as they unveiled the provincial banner at the school’s gymnasium.

Mrs. Elizabeth Perreault, trustee for the Conseil scolaire Fransaskois and Mrs. Frankie LaClare, Superintendant for the Conseil des écoles fransaskoises (CÉF)were on hand to congratulate the team and present them with a personalized fleece to commemorate the event. A short video brought everyone back to last November when the team won the SHSAA’s provincial boys’ 1A tournament. Coach Terry Gaudet couldn’t be prouder of his team and took the time to talk about each team member’s strengths and attributes. But it is their team spirit that gives Les Prédateurs their winning edge.

And so the provincial banner hangs proudly in the gym as congratulations goes out to the team. Way to go, guys!!

École Canadienne-Française Forced to Purchase New Website Domain Name: www.ec-f.ca

Regina, March 21st, 2012 – École canadienne-française, Saskatoon’ only French school, was forced to take
action and purchase a new website domain name: www.ec-f.ca after their site was purchased by another party.

“Our domain expired over the winter holidays but the notice of expiration was not immediately recorded. When it
was discovered in January that the domain name had been purchased and was no longer available to us, we
immediately took all steps possible to contact the individual who has purchased the space. At this time we have
been unable to connect with them,” said Christelle Mekoh, Communications Coordinator for Conseil des écoles
fransaskoises (CEF), the school board for the 15 francophone schools in Saskatchewan.

The information posted on the site is not negative but in order to ensure the security, safety and accuracy of
public information about École canadienne-francaise and the CEF, a new site has been purchased: www.ec-f.ca.
The CEF wants to ensure our staff, parents, students and general public that steps have been taken to ensure
our school is properly represented and information is accurate.

“To ensure our site and all information, we have gone ahead and purchased a new domain name and site
location. All our content, photos, information and links are functioning as they always have. Most importantly, our
website and all information about École canadienne-française is up and running with no disruption of service”

4th edition of the CÉF Graduation Gala

Regina, February 13th, 2012 - The Conseil des écoles fransaskoises (CÉF) is proud to announce that the 4th
edition of the CÉF Graduation Gala will be held on June 16th, 2012 in Regina. The Graduation Gala is a
celebration organized by the CÉF to recognize the contribution and hard work of graduating students from all its
schools across the province.

For the first time since the Gala was first organized, there will be a total of 72 students graduating in 2012, the
majority of whom will be present to be honored during this formal and festive event. Graduates will be coming
from all four corners of the province, including Prince Albert, Moose Jaw, Zenon Park, Bellegarde, Saskatoon,
Gravelbourg, Bellevue, Vonda and Regina.

Graduates will have the opportunity reminisce about the wonderful times they spent together over the course of
their years at the CÉF and to get together one last time during the All-Night Celebration held after the Gala. More
details on the event’s location and program will be announced over the coming weeks. Do not miss this great
reason to celebrate on Saturday, June 16th!

The Conseil scolaire fransaskois accepts invitation from the House of Commons Standing Committee on

Regina, December 13th, 2011 –The Conseil scolaire fransaskois (CSF) met with the House of Commons
Standing Committee on Official Languages in Ottawa on December 13th, 2011.
The memorandum presented to the Committee detailed the problems associated with chronic underfunding
for education in French and the negative consequences that this situation continues to bring
about for all Fransaskois right-holders.

In fact, in spite of obvious progress since its inception in 1995, the means available to the CSF still
remain insufficient to allow for it to meet the full extent of its responsibilities and its triple mandate with
regards to education, culture and community as conferred by Section 23 of the Canadian Charter of
Rights and Freedoms. The Fransaskois people must constantly fight, and unfortunately too often seek
justice for their right to access an education in French and to put in place a Francophone education
system where the quality of education is equal to that provided to the majority.

The federal and provincial governments both have the responsibility to ensure the respect of our
constitutional rights by providing us access to the necessary means to answer to our present and
future needs, and to allow for the repairing of harm done to the community.

ÉCOLE FRANSASKOISE DE LLOYDMINSTER NOW OFFICIALLY OPEN

Regina, December 6th, 2011– Numerous parents, students and invited guests crowded in yesterday to celebrate
a very special occasion: the Official Opening of École fransaskoise de Lloydminster. Several officials were
present, including the Deputy Mayor of the City of Lloydminster, who presented the school with a plaque.

For Yvan Lebel, president of the Conseil scolaire fransaskois (CSF), “This opening is historical, because it
represents a milestone in the history of Fransaskois education, and the constantly rising enrolment numbers
show that the CSF has made the right decision in opening École fransaskoise de Lloydminster.”

The school first opened its doors in September 2011 and attendance now reaches over twenty students.
Education services are offered from pre-kindergarten to Grade 7, while ensuring the development of the French
language and the francophone identity and culture.

According to Bernard Roy, Director of Education, “The school is at the heart of the community, and we have
succeeded in opening its doors thanks to numerous partnerships we enjoy, notably with the Association des
parents fransaskois and the Conseil scolaire Centre-Nord, to name but a few.”

Section 23 of the Charter of Rights and Freedoms grants the Conseil des écoles fransaskoises the responsibility
to offer education services everywhere they are requested by parents in Saskatchewan.

Christine Lamarche becomes Director of Human Resources

Regina, October 31st, 2011 - The Conseil des écoles fransaskoises (CÉF) is very pleased to announce the
appointment of Mrs. Christine Lamarche as Director of Human Resources. Her position includes recruiting
candidates and conducting interviews, developing a strategic plan for succession within the CÉF. Mrs. Lamarche
takes office today.

At the time of her appointment, Mrs. Lamarche was Executive director at Maison Painchaud Inc. She has many
years of experience in the field of human resources. Mrs. Lamarche has worked previously in the Education field,
as the Head of Employment Services for the Collège Éducacentre in Vancouver and then as the Human
Resources Manager for the Conseil scolaire Via Monde in Toronto.

Mrs. Lamarche holds a bachelor's degree in psychology, from Université Laval and a Certificate in Human
Resources from the University of Guelph. She has many certifications in leadership and labor relations. She is
also a member of the Ordre des conseillers en ressources humaines agréés, the only organization in Quebec
mandated to award human resources professionals a title certifying their competency.

The CÉF administrators are pleased that Mrs. Lamarche has agreed to undertake this important role and wish
her the best of luck.

YVAN LEBEL REELECTED AS CHAIR OF THE PROVINCIAL FRANCOPHONE SCHOOL BOARD

Regina, October 27th, 2011 – In accordance with the Education Act, the Conseil scolaire fransaskois (CSF) held
an organizational meeting on October 26th. Board members elected Yvan Lebel for the third time, as chair of the
Board, and for the first time, Murielle Rousseau as vice-chair, both for a one-year term. General elections will
take place in all school regions next year.

Members of the Conseil scolaire fransaskois:
Mr. Joseph Poirier, région scolaire francophone de Bellegarde no 1;
Ms. Simone Couture, région scolaire francophone de La Vieille no 2;
Ms. Céline Desrosiers, région scolaire francophone de Regina n° 3;
Mr. André Denis, région scolaire francophone de l’École Providence no 4;
Mr. Philippe Labrosse, région scolaire francophone Prince Albert no 7;
Ms. Murielle Elliott, région scolaire francophone des Battlefords no 8;
Ms. Élizabeth Perreault, région scolaire francophone de l’École St-Isidore no 9.

The position for the région scolaire francophone de Zenon Park no 6 remains vacant.

Members were also elected on various permanent committees. These include:
• Advisory Committee: trustees André Denis and Murielle Rousseau
• Scholarship Committee: trustee Joseph Poirier
• Grievance Committee: trustees Rousseau and trustee André Denis
• Budget Committee: trustees Joseph Poirier, André Denis, Murielle Rousseau and Élizabeth Perreault.

Élizabeth Perreault will represent the Conseil at the Saskatchewan School Boards Association’s executive, while
Yvan Lebel will represent the Board at the Fédération nationale des conseils scolaires francophones (National

The CSF is made up of nine trustees elected within nine Francophone education areas - one trustee per region.
The Conseil directs and manages the education issues of Conseil des écoles fransaskoises (the Provincial
Francophone School Division) in the same manner as the Boards of Education of the Anglophone school
divisions.

Healthy Schools

Saskatoon, October 25, 2011 – Yvan Lebel, chair of the Conseil scolaire fransaskois (CSF) and Anne Leis,
chair of the Réseau Santé en français de la Saskatchewan (RSFS) have signed a memorandum of
understanding to put forward a strategy for “écoles en santé (Healthy Schools)” in the fransaskois school system.
This three-year agreement can be renewed based on progress or new emergent priority in health matters.

This agreement comes from collaborative work started over a year ago through the project “Vivre en santé : de
génération en génération (Healthy Living: From Generation to Generation)” initiated by the RSFS and its
partners. This project aims at increasing the capacity for Francophone school boards to offer access to active
primary health services in French, particularly for children and youth.

With this agreement, the signatory organizations will collaborate and share common resources to ensure the
implementation of a prevention and health promotion program, which spans great priorities. These priorities are:
mental wellbeing, accessibility to nutritional foods, reducing use or abuse of psychoactive substances and active
lifestyle. In the next few weeks, the two organizations will create an action plan for the development of a strategy
for all fransaskois schools.

Dr. Leis indicates that: this initiative fits in with the Réseau’s mandate to promote and improve access to health
services in French in Saskatchewan, specifically for a clientele in school settings which regroups several service
providers, including the students, parents, teachers as well as school administrators. A healthy school is the
responsibility of everyone and everyone benefits.”

For his part, Yvan Lebel declares that: “Years ago, we set about to offer healthy schools through the program “in
motion” and this agreement represents a step forward. This partnership will allow our students to study in a
healthy environment that values their wellbeing”.

It is not the first collaboration for the CSF and the RSFS; both organizations have worked together since 2005, in
particular with the project “Enfants-aînés au coeur de la communauté (Children and the Elderly within the
Community)”, with the implementation of “école en mouvement (School in motion)”, and the promotion of physical
activity and healthy eating habits. This new collaboration allows for wider and more functional support for the
implementation of the strategy “École en santé (Healthy Schools)”.

ÉCOLE ST-ISIDORE STANDS OUT IN THE 21ST EDITION OF THE FRANSASKOIS’ VOLLEYBALL TOURNAMENT

Regina, October 7th, 2011 – Spectators present at the Omnium on September 29th and 30th, 2011, witnessed a
powerful performance of the part of École St-Isidore. Once again, the school showed outstanding talent by taking
first place in three categories: Junior Girls, Senior Boys and Senior Girls. Forty-eight (48) teams were in
attendance, with more than 400 participants, coaches, volunteers and chaperones gathering at the Saskatoon
Soccer Centre for the 21st edition of the Fransaskois Volleyball Tournament.

The friendly atmosphere and quality games are the elements that truly give this tournament its flavour. It also an
opportunity for students from the different schools governed by the Conseil des écoles fransaskoises (CÉF) to
socialize and have fun en français, naturally.

Also noteworthy is that École canadienne-française (ÉCF) and École de Bellegarde were at the top of their
games.

The Sportsmanship Trophy offered by the Association jeunesse fransaskoise (AJF) was awarded for a 2nd
consecutive year to the whole team from École Providence for their energy, their positive attitude, their impressive
cheering efforts and for speaking in French.

According to Marie-Hélène Tanguay, socio-cultural activities coordinator: “This event is very successful on many
levels. It allows students to not only play, but also to create a provincial network among CÉF students while
having fun in French. Special thanks go to ÉCF for their support throughout the planning stages, their hospitality
and the meals provided.”

The CÉF congratulates all the athletes for accepting the challenge with such enthusiasm!

The Battlefords’ only Francophone school welcomes a new principal

Regina, August 26th, 2011 – The Conseil des écoles fransaskoises (CÉF) is pleased to announce the
appointment of Ms Lori Michaud as acting principal at École Père Mercure. She will begin her duties
immediately.

Ms Michaud has been employed by the CÉF since 2010. She has also taught at the following schools: Percy
Pegler, St- Walburg, St-Michael’s, Luseland and Lumsden High school. Ms Michaud holds a Bachelor of
Education from the University of Regina and Laval University.

The CÉF, staff, students and parents would like to congratulate Ms Michaud and wish her success in her new
functions.

announce the appointment of Mr. Denis Chevrier as principal of École secondaire Collège
Mathieu (ÉSCM) as of August 22nd, 2011.

Employed by the CÉF since 2003, Mr. Chevrier will continue to assume his position as
principal of École Beau Soleil. He holds a Bachelor of Education from the University of Regina
and a Bachelor of Science from the University of Saskatchewan.

The CÉF would like to congratulate Mr. Chevrier and wish him, as well as his staff, an excellent
school year.

NEW NAME FOR HIGH SCHOOL PAVILION AT ÉCOLE MONSEIGNEUR DE LAVAL

Regina, August 25th, 2011- École Monseigneur de Laval’s high school pavilion will now sport a new name:
Pavillon secondaire des quatre vents. The recommendation was approved on June 14th, 2011, during a meeting
of the Conseil scolaire fransaskois (CSF, or Francophone school board).

According to Francis Kasongo, President of the Conseil école Monseigneur de Laval (local board of trustees),
“The new name reflects well where the high school is now located, as well as its geographical location in
Saskatchewan. The Pavillon secondaire des quatre vents will serve as a hub to bring together a variety of
Fransaskois organisms, a meeting place for Francophones from all four corners of the province and beyond. The
wind blows in from all directions!”

“We have already seen a positive impact since moving to our new spaces. The adoption of a new name marks a
new milestone in the appropriation process. We now need to continue lobbying the provincial government in
order to obtain the necessary funding to continue the projected renovations in order to better answer to the needs
of our students,” added Bernard Roy, Director of Education.

The Pavillon secondaire des quatre vents, which welcomes students from Grades 8 to 12, was named following a
community contest in Regina launched between May 1st and May 27th. A sub-committee then analyzed the
suggestions and submitted a proposal to the Conseil école who in turn submitted its recommendations to the
CSF.

An official ceremony will be held in the 2011-2012 school year, jointly with the Conseil école, the Conseil scolaire
fransaskois and the Conseil des écoles fransaskoises.

As the only Francophone school division in the province, the CÉF administers 15 schools across the province,
including a boarding school. Students from pre-kindergarten to Grade 12 benefit from a high quality
education.

The Conseil celebrates its graduates with style!

Regina, June 13th, 2011 – Parents, graduates and other members of the francophone school community
converged on June 11th at the Delta Bessborough in Saskatoon for the Fourth Annual Conseil des écoles
fransaskoises (CÉF) Graduation Gala. This Gala event is a celebration organized by the CÉF to acknowledge
the contributions and hard work of all its graduates from schools around the province.

Close to Guests arrived at 5 p.m. for a cocktail before preparing a special welcome for graduates. Later, while
savoring a delicious supper, they enjoyed the main entertainment and awards ceremonies. The Gala ended
around 9:30 p.m., and the graduates were invited to take part in the All-Night Grad Fiesta, an activity organized at
École canadienne-française, pavillon Gustave-Dubois, which would end early the next morning.

Among the guests present were: CÉF graduates and their families from all four corners of the province, including
Prince Albert, Vonda, Bellegarde, Saskatoon, Gravelbourg, Bellevue, and Regina. Also in attendance were:
francophone organizations’ representatives, members of the Francophone School Board and staff of schools and
offices.

For Bernard Roy, director of education: ” the Gala is now a tradition for our students, the fact that we had 40
graduates present proves it. For the CEF it’s important to take time to recognize our students achievements at a
provincial level”. The CEF would like to thank the organizing committee and all the volunteers and invites its
students to the next edition that will take place in Regina on June 16, 2012.

Revitalizing boarding school services

Regina, June 7^th, 2011– The Conseil des écoles fransaskoises (CEF) has undertaken an evaluation of its
boarding school services at École secondaire Collège Mathieu (ESCM) in Gravelbourg. The boarding school
services will remain open, however a different approach to managing the school will be used in order to reduce
expenses and ensure that services remain available. A call for proposals will be sent out in the next few days to
solicit the names of candidates who would be interested in managing the boarding school services.

ESCM first joined the Fransaskois education component in 2003-2004 in order for the school curriculum to be
provided by the Division scolaire francophone no. 310, known today as the CÉF. The integration was completed
in 2004-2005 when the CÉF took possession of the red roof buildings.

The Most Reverend O. E. Mathieu, Archbishop of Regina, who dreamed of an education institution for devout
Catholics of French-Canadian origin, founded the school at the turn of the century. His dream came true in
Gravelbourg in 1918, when the Collège catholique de Gravelbourg opened its doors. In 1920, the Oblates
Fathers agreed to manage this endeavor until 1976. From 1976 to 2003, a corporation managed Collège
Mathieu until it was transferred entirely to the CÉF in 2004. The boarding school services remain open 24/7.

LOCAL COLLECTIVE BARGAINING AGREEMENT REACHED

Regina, June 6th, 2011 – On May 27th, members of the Association locale des enseignantes et enseignants
fransaskois (ALEF) teacher association voted by 85, 2% in favor of the their new local collective bargaining
agreement. The ALEF and the Conseil des écoles fransaskoises (CÉF) joint negotiating committee had put a
proposal on the table in May and members of the ALEF approved it.

For Gisele Dagenais, Chairwoman of the ALEF: ”This vote demonstrates the hard work that the negotiating
committee has done in order to meet the needs of the members of the ALEF and it reflects the good relationship
between the CÉF and the ALEF. I congratulate all members of the joint negotiating committee for their good
work!”

The new agreement will be effective from July 1st, 2011 to June 30th, 2014. ALEF members were without a local
collective bargaining agreement since 2009.

Conseil scolaire fransaskois awarded interim funding by the Court

Regina, May 30th, 2011 – Yvan Lebel, board chair for the Conseil scolaire fransaskois (CSF), announced today
that it has succeeded in securing much needed interim funding for Fransaskois schools for the upcoming school
year through a court ruling delivered today. The CSF is a board of education responsible for Fransaskois schools
across the province.

The Court of Queen’s Bench has ruled that the Fransaskois school system would suffer irreparable harm if the
CSF was required to lay off teaching personnel and cut back education services to its students due to the lack of
adequate funding from the province.

The Court ruling means the provincial government must provide interim funding so as to allow the CSF to
maintain at least its current level of educational services until a settlement can be reached in the ongoing dispute
over the Conseil’s overall funding.

“We are obviously very relieved by the Court’s decision,” said Lebel. It is the best one for the students. We know
that many families and staff members are concerned about their local school’s operations for the fall term. We
want to share the news that, for the coming academic year, we will be able to deliver the same level of services
as in 2010-2011,” said Lebel.

“Today’s Court ruling will allow us to continue operating our schools next fall without having to implement
cutbacks in educational programming for students. Our goal is to provide our students with equivalent
educational programs and services” said Lebel.

The interim funding of $2.3 million is required to maintain a status quo budget for the 2011-2012 fiscal year.
Should this matter still be unresolved next year, today’s Court’s ruling would allow the CSF to re-apply to the
Court for a continuation of the interim funding. Additionally, the Court recognizes the importance of replenishing
the board’s reserve to $500,000 to respond to unforeseen or emergency expenditures from now until the end of
2011-2012 fiscal period. The court is also providing the provincial government with an opportunity to meet the
financial requirements of the new 2011-2014 LINC agreement and to provide some additional teaching staff if
student enrollment in Fransaskois schools continues to increase as projected.

Lebel emphasized that the CSF is committed to resolving the chronic under funding situation it has been trying to
cope with for many years. The Conseil has never had authority to levy taxes as other school boards have and
has always had to rely on the provincial government for its funding.

École Monseigneur de Laval High School Pavilion looking for a new name

Regina, May 16th, 2011 – During its May 10th meeting, the Conseil de l’école Monseigneur de Laval (local board
of trustees) decided to seek ideas from the Fransaskois community in order to find a name for its high school
pavilion.

Following several years of lobbying by francophone parents, École Monseigneur de Laval was established in
order to answer to the needs of Regina francophone parents. The first urban francophone school in
Saskatchewan, École Monseigneur de Laval opened its doors in 1980.

In August 2009, classes for the high school students were moved to the community office spaces at the Carrefour
des plaines. These office spaces were revamped to accommodate 100 high school students from Grades 8 to
12. In 2010, after more than 10 years of lobbying, the high school pavilion now has its own building.

Today, École Monseigneur de Laval remains the only francophone school in Regina. It accommodates 227
students from pre-kindergarten to Grade 7 and 103 students from Grades 8 to 12, for a total of 330 students.

Proposals for names must respect the following criteria:

1. Choose a name that represents a person who has contributed in a remarkable way to promoting the
francophone culture and the French language, or the name of a landscape that represents
Saskatchewan.
2. Write 2 to 3 paragraphs explaining and justifying your suggestion.
3. Give references.
4. Proposals for names should be sent by e-mail in PDF format to the secretary of the Conseil d’école at:
lana.siman@accesscomm.ca.

Proposals will be evaluated by a committee made up of members of the student council at the high school
pavilion, two members of the Conseil d’école, two staff members from the high school and elementary school
pavilions, as well as two students (one Grade 6 student and one Grade 7 student) from the elementary school
pavilion. The deadline for the receipt of name proposals is Friday, May 27th, 2011 at 5:00 pm.

French School Board Sues Provincial Government Over Funding Impasse

Regina, May 9th, 2011 – Roger Lepage, legal counsel for the Conseil des écoles fransaskoises (CEF), today
announced the school board has filed a statement of claim against the provincial Government for its failure to
provide adequate funding to its francophone students.

“Our school board is constitutionally obligated to ensure our students have access to the same education that is
offered in the separate and public school systems but the government is not providing us with the funds to meet
our obligations. Last year we had a budget of $28.4 million and had to use our entire reserves to meet our
operating budget,” said Lepage.

The CEF is the school board for the province’s francophone schools. It is recognized as an official school system
under the provincial Education Act. As well, Section 23 of the Canadian Charter of Rights and Freedoms
guarantees education in French, equivalent to what is available at English language schools.

Despite these legal guarantees, the CEF has continually struggled to secure adequate funding from the provincial
government. In the lawsuit, the CEF is seeking overdue funding for its schools across Saskatchewan.
“One size does not fit all in education funding. Because of our constitutional obligations, we have funding
pressures not faced by other school boards. We have a triple mandate – not only to deliver education but also to
meet the cultural and community-building needs of the province’s Francophones. The province’s failure to
provide us with adequate funding threatens the Fransaskois population on many levels.”

The CEF has been in mediation over its funding but the talks have yielded little but offers of status quo funding.
CEF representatives have also met with the Minister and Deputy Minister of Education in an effort to end the
impasse.

“We have come to this juncture after years of chronic underfunding. We are now in a crisis. We must have a
decision by the end of the month.”

The CÉF is proud to count on the support of the Assemblée communautaire fransaskoise (ACF) and the
Association des parents fransaskois (APF). In fact, apart from the CÉF, the APF, Yvan Lebel and Elizabeth
Perreault are the other applicants for the prosecution that was filed.

École canadienne-française closes its elementary school pavilion until further notice

Regina, May 9^th, 2011- The Conseil des écoles fransaskoises (CÉF) made the decision today to close the elementary school pavilion at École canadienne-française (ÉCF) for health and security reasons. The CÉF was informed Friday evening of the presence in the elementary school gymnasium of material that could potentially contain asbestos. The presence of the material was detected when a firm hired to make repairs to the roof of the school had begun installing railing units that would conform to the new government standards. A firm specialized in materials suspected of containing asbestos has confirmed the presence of fibrous minerals.

Upon receipt of this information, the director of education decided on Saturday to close the school in order to allow the CÉF time to obtain more information. The Ministry of Education has also been advised of the situation. On Sunday, CÉF administrators, together with the president of the Conseil scolaire fransaskois (Francophone school board), Mr. Yvan Lebel, met with the two principals from both ÉCF school pavilions as well as the director of the Centre éducatif Félix le Chat daycare to explore various options to ensure the safety of the students. All of the students’ parents were contacted and informed of the decision to relocate the K to 12 students temporarily to the Pavilion Gustave Dubois (high school pavilion). Parents were also informed that the Centre éducatif Félix le Chat daycare and the prekindergarten would be closed on Monday.

The CÉF will proceed to with a series of analyses before allowing students and staff to return to the school. For the moment, the CEF is consulting with a firm that specializes in ventilation systems to examine the school’s air exchange system and will prepare a report for the Director of Education. The engineering firm that had drafted the plans during the building’s renovations in the mid-1990’s has also been contacted to put together a report of the situation and make recommendations as required. The CÉF will also demand air quality testing.

Note that the building which houses the ÉCF’s elementary school pavilion was built prior to 1980, and additions had been made to the school over the years. The CÉF took possession of the building in the mid-1990’s following renovations.

Bernard Roy, Director of Education for the CÉF, explains: “The CÉF reacted quickly, taking extreme measures to minimize risks in order to better analyze the situation and protect the health of the children, students and staff. We are actively working to find solutions and follow the recommendations of the specialists in order to resolve this situation as soon as possible.”

Since the beginning of the repairs, the elementary school gymnasium at ÉCF had been closed and inaccessible to students and staff for security reasons. Tuesday’s classes will again be held at ÉCF’s Pavillon Gustave Dubois (high school pavilion located at 2320 Louise avenue) for students from Kindergarten to Grade 7. Please note that the prekindergarten and Felix le Chat daycare will again be closed on Tuesday, May 10^th, 2011. Parents will be kept informed of the next steps as soon as possible.

The CÉF also plans to hold an information session for parents as soon as possible in order to explain the situations as well as the process that needs to be undertaken for the project.

Mr. Roy would like to recognize the high level of professionalism and collaboration presented by the principals, administrators, parents and the Félix le Chat cooperative association.

NEGOTIATIONS: LOCAL COLLECTIVE BARGAINING AGREEMENT REACHED BETWEEN CÉF AND ALEF

Regina, May 5th, 2011 – Yesterday morning, members of both sides of the table agreed on a final version of the
proposal which will be submitted for approval to the members of the Association locale des enseignantes et
enseignants fransaskois (ALEF) teacher association and to the Conseil scolaire fransaskois (CSF) school board
members.

The ALEF-CÉF Joint Negotiating Committee has reached an understanding for a proposal on a new local

bargaining agreement.

In its proposal, the Joint Negotiating Committee recommends that the new agreement be effective from July 1st,
2011 to June 30th, 2014.

The Conseil des écoles fransaskoises (CÉF) and ALEF stress that, as for previous collective bargaining
agreements, the Joint Negotiating Committee has been using the interest-based bargaining model with the
common desire to ensure a win-win situation for three groups in particular: the students, the members of the
ALEF, and the CÉF.

The ALEF and CÉF hope to obtain approval for this new local bargaining agreement before the end of the current
school year.

The CÉF and ALEF plan to reveal the results of the consultations before May 27th, 2011.

New principal at École fransaskoise de Lloydminster

Regina, May 3rd, 2011 – The Conseil des écoles fransaskoises (CÉF) is proud to announce that Mr. J. Paul
Thériault has been chosen as the new principal at École fransaskoise de Lloydminster. He will be replacing Mr.
Claude Desnoyers, who had been serving as acting principal this year.

Mr. Thériault holds a Bachelor of Education from St. Thomas University, a Bachelor of Arts from the University of
New Brunswick, and a master’s degree in education administration from the University of Regina.

Mr. Thériault first began his teaching career in 1982 at Attagoyak School, then taught at École canadiennefrançaise
de Debden in 1984. In 1985, he pursued his career at École Monseigneur de Laval in Regina. Since
2009, he has been serving as principal at Diamond Jenness Secondary School in Hay River. Mr. Thériault is
quite familiar with Lloydminster as he was principal at St. Thomas School from 1996 to 2001, then taught at Holy
Rosary High School from 2003 to 2006.

Mr. Thériault will begin his new functions in August 2011. Together with the staff, students and parents, the CÉF
would like to congratulate Mr. Thériault and wish him good luck in his new position.

New principal at École de Bellegarde

Regina, May 3rd, 2011 – The Conseil des écoles fransaskoises is proud to announce that Ms. Linda Leclerc has
been chosen as the new principal at École de Bellegarde, effective in August 2011.

Ms. Leclerc, who has been employed at the Kativik School Board since October 2009, has acquired solid
experience over her teaching career. She also worked for fifteen years for the Commission scolaire de la
Seigneurie-de-Mille-Iles where she respectively occupied the positions of elementary school teacher, education
consultant and francization teacher.

Ms. Leclerc holds a graduate degree in Education Administration, a master’s degree in Education and a
certificate in Information Technology Integration in Education.

The CÉF is pleased with her nomination and wishes her success in her new position. Her vast experience and
well-known talents will guide her with respect to the new challenges she will be undertaking.

ORGANIZATIONAL RESTRUCTURING OF FINANCIAL SERVICES

Regina, April 29, 2011 - The Conseil des écoles fransaskoises (CÉF) is very pleased to announce the
appointments of Mr. Levy Bay and Mr. Radouane Zinoun, respectively as Supervisor of payroll and accounts
payable Supervisor of the CÉF. They are taking office immediately.

Mr. Bay was hired in 2009 as a payroll clerk by the CÉF. As Supervisor of payroll, he is planning, organizing and
coordinating all activities related to payroll. Mr Bay holds a Bachelor Degree of Business Administration and
Economics from the University of Regina.

Mr. Zinoun joined the CÉF in 2008 as an accounts payable clerk. In his new role, he conducts, supervises and
performs all activities related to accounts payable. Mr. Zinoun has a Bachelor Degree in Business Administration
from the University of Hassan II.

In early April, the CÉF did an organizational restructuring of its financial services. Following the restructuring, Mr.
Gilbert Hautcoeur became Strategic Management Advisor and Ronald Ajavon Acting Superintendent of Business
and Treasurer. The other department employees presently working for the CÉF are Steve Ekoudi (director of
facilities and transport), Renée Bouvier (Assistant to facilities and transport), Aissatou Bah (book-keeper), Mactar
Dabo (accounts payable clerk), François Ébrottié (payroll clerk) and Consolate Nzeyimana (accounts receivable
clerk).

The CÉF would like to congratulate Mr. Levy Bay and Mr. Radouane Zinoun, and wishes them good luck in
fulfilling their new duties.

organizational realignment of its financial services department in order to continue to improve the services it
offers and provide strategic support to the issues in its strategic plan.

With this new structure, Mr. Gilbert Hautcoeur, who previously served as Chief Financial Officer, will assume new
responsibilities as Strategic Management Advisor. Mr. Ronald Ajavon, previously Financial Director, will become
Acting Superintendant of Business and Treasurer. Mr. Sylvain Lejeune, now Acting Financial Director, will assist
him, together with the other department employees presently working for the CÉF including Steve Ekoudi, Renée
Bouvier, Aïssatou Bah, Levy Bay, Mactar Dabo, Radouane Zinoun, François Ébrottié and Consolate Nzeyimana.

The CÉF would like to congratulate the members of the Finance team with regards to their new functions and
thank them for their continued commitment and excellent work throughout the years. Changes are in effect
immediately.

CÉFOU WITH SCIENCE

Regina, March 7, 2011 - The 14th edition of the Francophone Science Fair was held in Gravelbourg on March 2, 2011.
70 students from Grade 7 to 12 submitted 30 projects. They had to wait patiently since the final results were only
announced Friday, March 4, at the closing ceremony of CÉFOU.

The Conseil des écoles fransaskoises (CÉF) will be represented at the National Canadian Science Fair in May in
Toronto, Ontario, respectively by these three students from École canadienne-française (ÉCF): Sarah Ghani,
François Roewer-Després and Gabriel Fontaine.

The CÉF wishes to thank SaskEnergy and also the staff and students of École secondaire Collège Mathieu and
volunteers for their dedication. Everyone's contribution was essential to the success of this event. Congratulations to
all participants for their outstanding work.

Francophone teens to participate in three days of intense learning fun

Regina, February 28th, 2011 – Approximately 400 students and accompanying staff members from all of the
francophone schools across the province will participate in CÉFOU, a sizeable event to be held in Gravelbourg
from March 2-4 that will also feature the provincial finals for Exposcience as well as Secondaire en spectacle (a
province-wide talent competition in the performing arts).

A francophone bubble will encompass the host school during this time. Swing, a famous francophone band from
Ontario, will delight the audience during the opening ceremony, after which the participants will be treated to a
multitude of activities and electrifying entertainers. Participants will then sharpen their skills in one of five
disciplines: Sports (floor hockey, curling and badminton), Visual Arts, Performing Arts (with Secondaire en
spectacle), Multi-media & Journalism, and the Pure Sciences.

An exceptional event, CÉFOU will feature fun and meeting new people as its main course throughout.
Cooperation, team spirit and learning will also be on the menu as a specialty.
CÉFOU was conceived in order to instill within the students a provincial sense of belonging, create a
francophone socio-linguistic network and have fun in French. This formula allows more students to participate in
a provincial activity.

Fourth Edition of the CÉF Provincial Graduation Gala

Regina, February 11, 2011 - The Conseil des écoles fransaskoises (CÉF) is proud to announce that the 4th
edition of the Gala de la célébration des finissants du CÉF, the major provincial event held in honor of its
graduates, will be held on June 11, 2011 in Moose Jaw. The Gala is a celebration organized by the CÉF to
recognize the contribution and work of all its graduating students from across the province.

Graduates will be coming from all corners of the province: Bellegarde, Bellevue, Prince Albert,Vonda, Saskatoon
and Regina. For the first time, the event will be held in Saskatoon were graduates will be honored in front of their
family and friends during a colorful celebration.

The event will begin around 6 p.m. and will end very late in the evening. The theme and program of the evening
will be announced within the next months. This is truly an event not to be missed on June 11, live from Saskatoon
for the 4th edition of the Gala de la celebration des finissants du CÉF.

Prekindergarten and Kindergarten Registration Event

Regina, February 7th, 2011 – Several Fransaskois’ schools in the province are organizing a registration night in order
to increase awareness in the general public. This week, these events take place in Regina, Moose Jaw, Saskatoon
and Prince Albert.

These events are opportunities to raise awareness about the programs and services offered in Fransaskois’ schools
and also present the results of the provincial exams. This is also a good time for those who wish to enroll their
children in kindergarten and prekindergarten to do so.

The Conseil des écoles fransaskoises (CÉF) has seen the percentage of its enrollment increase this year by 4.55 %,
hence the need to continue to offer a healthy environment to its students.

My Career, My Life! A Retreat for Grade 10 Students

Regina, January 28th, 2011 – Career Counselling Services of the Conseil des écoles fransaskoises (CÉF) are
organizing a retreat for grade 10 students from the North of the province, in Saskatoon on February 1st from 9 :00
a.m. until 3: 15 p.m. and for students from the South, in Regina on February 2nd.

The main objectives of the event are to have students reflect on their personal quest for identity, to support students
in their career path using the principles of Choice Theory, to provide practical tools for effective career decisionmaking
and to encourage francophone culture, language, and identity in relation to career decision making.

During the retreat, students will also take the GROP- Guide de recherche d’une orientation professionnelle, which will
help them better understand their general interests as well as the activities and occupations that suit them.
Furthermore, students will have the opportunity to meet francophone professionals from a variety of professional
fields such as law, architecture, music, etc.

As the only Francophone school division in the province, the CÉF administers 15 schools across the province,
including a boarding school. Services in most schools range from pre-kindergarten to Grade 12, and students benefit
from a high quality education. Career counselling services are available since 2000 and aim to educate and
accompany high school students in order to guide them in selecting courses and help them explore their career
options for post secondary education as well as for the working world. The career counselors include Gisèle Lalonde,
Yvette Forcier, and Gail Gaudet.

Monseigneur de Laval School will host a "In motion" activity on December 17 between 1 p.m. and 3 p.m. Students will
participate in an afternoon of activities called "Journée des records". They will have to try to achieve their best
performance in activities such as: shooting in hockey nets, shooting in the basketball hoop, badminton, Tchoukball,
volley ball, football, the pass-chest passes with mini-excavators, speed stacking cups, cards games, catch papers
falling from a stepladder, snowboarding, jump rope, and Wii. The purpose of the activity is to have fun while moving
and overcoming personal challenges. Parents are invited to attend events.

CSF Responds to Provincial Auditor’s Statements

Regina, December 1^st, 2010 – The Conseil scolaire fransaskois (CSF), school board for Francophone schools in
Saskatchewan, is surprised by and disappointed in the comments of the Provincial Auditor in his report released
December 1.

“There have been no changes to The Education Act, 1995 or other relevant legislation in this regard so we are
surprised he is claiming jurisdiction over a Saskatchewan school board,” says CSF Board Chair Yvan LeBel.
Membership at the Saskatchewan School Board’s Association’s Annual General Meeting, held on November 29,
2010 passed a resolution to examine the Provincial Auditor’s jurisdiction and the scope the Provincial Auditor has.
Membership has also asked that the Association lobby government to clearly establish any extension of the
jurisdiction of the Provincial Auditor to the CSF and Boards of Education by legislation.

“We are also disappointed by statements in the Auditor’s report where he states that we have interfered with the
performance of his duties. Since the creation of the CSF in 1994 we have provided comprehensive, proper and timely
audited statements prepared by duly qualified auditors to the Saskatchewan Ministry of Education and its Minister.
There has never been a complaint or an issue raised about the financial statements and, to our knowledge, the
Ministry has always been satisfied with our audits and the strict financial regimes that the CSF follows.” The CSF has
repeatedly attempted to schedule a meeting with a Provincial Auditor, Ministry of Education and Saskatchewan
School Boards Association representatives to discuss this issue.

“We are very proud of the high standards we have in place for financial accountability,” says LeBel.
“We have never received a request directly from the Provincial Auditor for information regarding the CSF, and if we
did, we would be pleased to answer his questions.” A date has been set for December 14, 2010 where we hope to
resolve this issue.

Consultations among the CÉF’s schools

Regina, November 24^th, 2010 - The Conseil des écoles fransaskoises (CÉF) has undertaken a series of consultations in its schools across the province in order to better gauge the needs of students, their parents and his employees. The meetings were held yesterday in North Battleford, today in Saskatoon and tomorrow in Prince Albert. Next week will be the turn of Regina and Moose Jaw to host consultations in their respective schools.

Through the forums, the CÉF will be able to determine the reasons that influence students in their choice of a high school, the reasons that made high school students stay in our schools and the improvements that they would like to see at their school. Several subjects are discussed during the consultations such as programming, sports and cultural activities to name a few.

Unlike most schools boards across the province, the CÉF has seen the percentage of its enrollment increase for a third consecutive year by more than 4% hence the need to continue to offer a healthy environment while pursuing the work that is being done for retaining and recruiting students.

Regina, October 22nd, 2010 – In accordance with the Education Act, the Conseil scolaire fransaskois (CSF) held an
organizational meeting on October 21st. Board members elected Yvan Lebel as chair of the Board, and Simone
Couture as vice-chair, both for a one-year term.

Members were also elected on various permanent committees. These include:

Francophone schools see an increase of their enrollment figures

Regina, October 13, 2010 – For a third consecutive year, the Conseil des écoles fransaskoises (CÉF) recorded an
increase in registration with a total of 1298 students. This represents an increase of 4.55 % in the number of students
enrolled in Francophone schools throughout the province.

Schools with the largest augmentation are École canadienne-française, pavillon Gustave-Dubois of Saskatoon, école
Providence of Vonda, école Valois of Prince Albert, école Monseigneur de Laval, pavillon élémentaire of Regina and
École Ducharme of Moose Jaw.

All schools offer preschool services for children at age three. Many of them offer classes for children who need a little
extra help and some schools also offer a daycare service. Enrollment at this level went from 187 last year to 204 this
year.

A growing success!

Regina, October 4, 2010 – 49 teams, over 450 participants, coaches and volunteers were at the Saskatoon Soccer
Center for the 20th edition of the Fransaskois Volleyball Open. The games were held on September 30th and October
1st in front of crowd happy to meet for the first provincial event of the year.

Quality games and fraternal environment are undoubtedly elements to remember from this tournament. It was also an
opportunity for students from different schools of the Conseil des écoles fransaskoises (CÉF) to socialize and have fun
en français naturellement.

Once again, École de Bellegarde and école St-Isidore of Bellevue were on top of their games. It is also important to
note that the école Monseigneur de Laval won in 4 out of 5 categories.

The trophy of sporting spirit offered by the Association jeunesse fransaskoise (AJF) was awarded or a 2nd year to
the junior girls of École de Bellegarde for their energy, their positive attitude, the strength of their encouragement and
French spoken.

The organizing committee is proud of this annual event and the success encountered. He would like to thank the many
volunteers, members of the community and the École canadienne-française. Their work and generosity were the key to
success. The success of this event would not have been possible without our partnership with CCS. Congratulations to
all participants and the winning teams.

Francophone Students Start New School Year with New School

Regina, September 2^nd, 2010 – For Regina-based high school students with the Conseil des écoles fransaskoises
(CEF), “Back to school” took on a new meaning this week as they settled into their new classrooms at the site of the
former Robert Usher Collegiate. The structure will now be known as the École Monseigneur de Laval pavillon
secondaire.

An agreement between the CÉF and the ministry of Education was reached during the summer months. Previously,
all francophone students from daycare to Grade 12 were housed in a single pavilion, École Monseigneur de Laval.
Besides being far too small, the facility lacked proper science, technology, art and physical education facilities.

The province and the CEF came to an agreement in late June to allow the high school students to move into the
former Robert Usher space, where school began this week.

“We are thrilled to be in our new space. For the first time, we have room to do science experiments and have music,
gym and art classes – things we just couldn’t do with all the students that were crammed into École Monseigneur de
Laval,” says Grade 11 student Arielle Hautcoeur.

“It is nice to see that our Grade 8-12 students are now in the space they deserve. It took a lot of people working
together from the CEF and provincial Ministry of Education to make this happen. We are very pleased,” says Bernard
Roy, CEF Director of Education.

Renovations to the building are ongoing and are expected to be completed within a year. However, although the high
school students are now in their new home, discussions between the CEF and Ministry of Education continue.
The pavillon secondaire will allow the CÉF to offer an education that is equivalent to what is offered to other Regina
students. Courses such as carpentry, food sciences and other practical and applied arts courses as well as additional
art education courses can now be offered to Francophone students.

The CÉF wishes to express its gratitude to the former Minister of Education, the Honourable Ken Krawetz, to the
Minister of Education, the Honourable Donna Harpauer and the ministry officials for all the time and efforts devoted to
this project and for the funding that is provided.

long jump and triple jump awarded him the chance to
become a member of the Canadian Team, while
continuing to play basketball, his favourite sport at the
time. During his first experience at the Olympic Games,
an injured ankle prevented him from jumping properly
and reaching his goal, and so he concentrated on
racing. It was the beginning of a spectacular career.
His fastest time for the 100-metre race is 9.84 seconds,
thanks to which he remains the third best sprinter in
history.

HIGHLIGHTS OF THE BOARD MEETING

Regina, July 2^nd, 2010 – At its extraordinary meeting held on June 30, the Conseil scolaire fransaskois (CSF)
made several resolutions, which are becoming effective immediately. Of which:

• The CSF will offer a school program in Lloydminster starting on the next school year, pending the ministerial
order to open a school. Note that the School Board sent a request on this matter last May, but no official
response has been received yet.
• CSF voted unanimously to prohibit and eliminate the use of 15-passenger vans for students’ transportation.
Following the accident in Bathurst, New Brunswick, the CÉF had established an internal policy governing the use
of these vans. With the accident on May 5, this year, involving students from École secondaire Collège Mathieu,
the board deferred this matter to the agenda, even if the preliminary report of the RCMP indicated that poor
weather was the cause of the accident. The CÉF only had one 15-passenger van in service and that van will be
sold.
• The board will contact the Ministry of Education to proceed with the purchase of new buses of 23-passenger
buses. These will now be used for field trips and other activities as 15-passenger van and a basic training will be
offered to staff on how to operate the vehicle.
• The CSF also adopted a new policy on external communications in order to regulate communication between
the CÉF, schools and parents who do not speak French so that they have access to more information. In the past
two years, the CÉF started a process of consultation and research to see how it could better meet the needs of
parents not speaking French. This policy stems from the report of Glen Taylor on exogamous couples.
We would like to take this opportunity to remind you that all school board meetings are open to the public, and
that participation is strongly encouraged.

As the only Francophone school division in the province, the CÉF administers 14 schools across the province,
including a boarding school. Services in most schools range from pre-kindergarten to Grade 12, and students benefit
from a high quality education.

Third Annual CÉF Graduation Gala a Huge Success!

Regina, July 2^nd, 2010 – Parents, graduates and other members of the francophone school community converged on
June 26th at the Western Development Museum in Moose Jaw for the Third Annual Conseil des écoles fransaskoises
(CÉF) Graduation Gala. This Gala event is a celebration organized by the CÉF to acknowledge the contributions and
hard work of all its graduates from schools around the province.

Guests arrived at 6 p.m. to prepare a special welcome for graduates. Later, while savoring a dining cocktail, they
took in historic skits prepared by the francophone historic society, Société historique de la Saskatchewan (SHS),
before gathering for the main entertainment and awards ceremonies. When the ceremonies ended at 11 p.m., and
the graduates were invited to take part in the All-Night Grad Fiesta, an activity organized at École Ducharme, whichwould end early the next morning.

Over the course of the night, the grads were provided with a choice of several activities, which allowed them to befree to do as they please. They compared skills in sumo wrestling and bungee, two activities that created much
laughter. Volleyball skills became obvious during several games that were held during the night. Meanwhile, some
participants chose to relax in the movie hall with a bowl of popcorn, while others motivated themselves for some
heated competition during a game of RiskTM, which lasted over two hours! Six graduates received prizes valued at
$250 (i.e. sound system, digital camera, iPod Touch, Blu-ray player, LCD screen and Wii console). As an added
bonus, the Association des juristes d’expression française de la Saskatchewan (AJEFS) sponsored the Grand Prize,
a laptop valued at $500, the winning ballot for which was drawn Sunday at 8 a.m. from the list of the night’s
« survivors ».

The Gala event was held on a special note this year, as it marks the first event to honor the 15th anniversary of the
Conseil des écoles fransaskoises. To celebrate this, the CÉF invited 15 alumni and staff from the last 15 years to
present the awards to this year’s graduates. For many, it was an emotional moment to explain the positive impact of
having had the opportunity to attend a francophone school. This also showed graduates the wide range of career
choices available to them.

The CÉF would like to thank its partners, including the SHS, the Association jeunesse fransaskoise (AJF), the
organizing committee and all of the volunteers for their contributions in making this event a success. Special thanks to
all of sponsors for the All-Night Grad Fiesta: the Institut français, the Association des parents fransaskois, the
Association canadienne-française de Regina, the Service fransaskois de formation aux adultes, the Conseil de la
coopération de la Saskatchewan, the AJEFS and the AJF.

Third Edition of the CÉF Provincial Graduation Gala

Regina, June 10, 2010 - The Conseil des écoles fransaskoises (CÉF) is proud to announce that the 3rd edition of the
Gala de la célébration des finissants du CÉF, the major provincial event held in honor of its graduates, will be held on
June 26, 2010 in Moose Jaw. The Gala is a celebration organized by the CÉF to recognize the contribution and work
of all its graduating students from across the province.

Many of this year’s 47 graduates will be in attendance to be honored during this colorful celebration. Graduates will be
coming from all corners of the province: Prince Albert, Moose Jaw, Zenon Park, Bellegarde, Saskatoon, Gravelbourg,
Bellevue, Vonda and Regina.

A brand new feature activity for this year is the Nuit Blanche, an exciting party for graduates and young invited guests
to attend after the Gala. It will be a final occasion for them to celebrate and reminisce about the good times they
shared and all the memories they treasure from over the years. This activity is made possible through a partnership
with the Association jeunesse fransaskoise.

The event will begin around 6 p.m. and will end very late in the evening. On the agenda: the reception of guests,
cocktails and hors d’oeuvres, followed by a gala dinner and the Nuit Blanche to conclude the evening. This is truly an
event not to be missed on June 26 live from Moose Jaw for the 3rd edition of the Gala de la celebration des finissants

SILENT AUCTION AT ÉCOLE MONSEIGNEUR DE LAVAL

Regina, May 5th, 2010 – École Monseigneur de Laval invites you to the first edition of its silent auction that will take
place on its premises on May 6, 2010 from 9 am to 6 pm. The concept is very simple: the school wants to raise
money so they can buy a maximum of trees which will then be planted on school grounds with the students. The
auction will be environmentally friendly because all the partners believe in it.

Because the auction is silent, it implies greater discretion of people who are bidding. A minimum bid will be assigned
to each item in the auction. Let's say the item has a minimum bid of $20 initially, then the first person interested must
bid above. If this person put $30, this amount becomes the minimum bid for item 1 and so on.

Each set will be recorded and at the end of the day, the person who bid the highest wins the item assigned. It is also
possible to bid on more than one item at a time. It is important to mention that the updates will only occur in
increments of $5, and $10. Also note that the minimum bid will be starting at half the actual value of the item.
It is possible to get tickets (at a cost of a dollar / unit) for a chance to win a gift basket provided by the école
Monseigneur de Laval.

Conseil scolaire fransaskois (French School Board) Sues Provincial Government Over Facilities Deadlo

Regina, April 28th, 2010 – Roger Lepage, legal counsel for the Conseil des écoles fransaskoises (CEF), announced
today that the school board has filed a statement of claim against the provincial Ministry of Education for its failure to
provide adequate facilities to Regina’s Francophone students.
“Our student population has grown by 30 per cent over the last decade and we are lacking space at our school. While
enrolment remained static or was decreasing in other school divisions over the past 10 years, we grew” says Lepage.
“We are supposed to be offering our students an education equivalent to what Regina Public and Regina Separate
students are receiving and this is not the case. For example, we do not have access to adequate spaces for science,
practical and applied arts, technology, music and physical education classes for our high school students, we have no
room for a growing pre-kindergarden population and we have a waiting list of 73 families for our in-school daycare,”
said Lepage.
The CÉF is the school board responsible for the province’s 14 francophone schools. It is recognized as an official
school system under the provincial Education Act. As well, Section 23 of the Canadian Charter of Rights and
Freedoms guarantees education in French equivalent to what is available at English language schools.
Despite these legal guarantees, the CEF has continually struggled to secure adequate and equivalent facilities from
the provincial government, under both the NDP and Sask Party governments. In the lawsuit, the CEF is seeking
overdue facilities for an additional school for the Regina area.
“Because of our growing student population, we have been trying since 1999 to get an additional school in Regina.
We have faced constant delays from government and now we are at the breaking point. Our students are crammed in
like sardines, creating health and safety issues. After missing deadline after deadline for the past 10 years the
provincial Ministry of Education has left us with no alternative but to seek a solution in court,” said Lepage.
As the only Francophone school division in the province, the CÉF administers 14 schools across the province,
including a boarding school. Services in most schools range from pre-kindergarten to Grade 12, and students benefit
from a high quality education.

École Ducharme has a new principal

Regina, April 27, 2010 - The Conseil des écoles fransaskoises (CÉF) is pleased to announce the appointment of Mr.
Christian Gravel as principal of the École Ducharme of Moose Jaw. He will be replacing Mr. Dominic Rivard, who has
been appointed as the principal of école Valois in Prince Albert.

Mr. Gravel holds a Bachelor's degree in teaching physical education and health from the Université de Sherbrooke,
and he is presently doing his Master in Educational Administration. He joined the CÉF in 2004 as a teacher at the
Ecole de Bellegarde, before becoming in 2008 the principal of that school.

He begins his new duties in August 2010. The CÉF wants to congratulate him for his exemplary work and wishes him
success in his new responsibilities.

the case concerning the facilities at École Monseigneur de Laval in Regina. Since 1999, several measures have been
undertaken with the Ministry of Education of the province to find a solution that would alleviate the need for more
space at École Monseigneur de Laval, but these have yet remained unsuccessful. It has thus become necessary to
file a petition to seek legal remedy.

The CÉF has seen a 4.22 % increase in its enrollment increase this year, and insists on continuing to provide a
healthy environment for its students.

Regina, April 19, 2010 – Several Fransaskois schools in the province are organizing an open house in order to
increase awareness by the general public. After the first campaign held in February, these events will take place in
Vonda, Bellevue and Zenon Park in the next couple of days.

These open house offer the opportunity to raise awareness about the programs and services offered in Fransaskois
schools and also present the results of the provincial exams. This is also the time for those who wish to enroll their
children in kindergarten.

The Conseil des écoles fransaskoises (CÉF) has seen the percentage of its enrollment increase this year by 4.22%,
hence the need to continue to offer a healthy environment to its students.

New leadership at École secondaire Collège Mathieu

Regina, April 6th, 2010 - The Conseil des écoles fransaskoises (CÉF) is proud to introduce Mr. Daniel Dion as the
new principal of École secondaire Collège Mathieu (ESCM) in Gravelbourg. In August 2010, Dion will take over from
Mr. Miles Muri who has accepted a principal’s position with the Innovative and Virtual Education Center with the CÉF.

Mr. Dion holds a Bachelor's degree in Education from the University of Regina. He started his career with the CÉF
back in 2006 as a teaching aid and then as a teacher at ÉSCM in 2007.

Mr. Dion is a direct success of our school system: he graduated from école Notre-Dame-des-Vertus where he
distinguished himself particularly in 2002 by finishing second in the finals of the Pan-Canadian Science Fair. Dion was
also the proud recipient of the CÉF’s scholarship for two consecutive years.

The CÉF along with the school staff, students and parents are proud of this appointment and wish him the best of

Regina, March 12, 2010 - The 13th edition of the Francophone Science Fair was held in Saskatoon on March 11. 70
students from Grade 4 to 12 submitted more than 38 projects.

The Conseil des écoles fransaskoises (CÉF) will be represented at the National Canadian Science Fair in May at
Peterborough in Ontario by these three students : Amanda Gaudet of école St-Isidore, Andrew Pearce and Yohan
Lefol, both from École canadienne-française (ÉCF).

The CÉF wishes to thank SaskEnergy and also the staff and students of École canadienne-française, Pavillon
Gustave-Dubois and volunteers for their dedication. Everyone's contribution was essential to the success of this
event. Congratulations to all participants for their outstanding work.

FRANSASKOIS’ NEXT ARTIST GENERATION

Regina, March 18^th, 2009 - École canadienne-française, Pavillon Gustave-Dubois, was host to the 7th edition of
Secondaire en spectacle yesterday in Saskatoon. The show consists of young people who produce comedy, dance
numbers, drama or music. This year, the music was in the spotlight, about fifteen young people from Grade 7 to 12
from five schools of the Conseil des écoles fransaskoises (CÉF) performed.

The winners of the evening were the band La Fleur Erecte, from école Providence of Vonda, who submitted “Prends
ce que tu peux”. The band deserves a pass for the panquébécois’ next finale of Secondaire en spectacle to be held
from May 27 to 30 in Shawinigan, Québec

It was not easy for the judges as talent was present throughout the evening. Second place for a consecutive year
went to KB JAY, a rapper from École canadienne-française of Saskatoon. Micheline Gaudet from the same school,
finished in third position, while, Emmanuel Masson of école Monseigneur de Laval of Regina won the jury’s coup de
coeur for his interpretation. Another highlight was the In Motion activities with the crowd during the judges deliberation.
With the collaboration of the Conseil culturel fransaskois, the participating artists had the chance to meet Ms. Alexis
Normand, a singer who gave them some advice to improve their performance and presence on stage. A highly
appreciated and beneficial activity for participants.

The CÉF would like to thank its partners for their support, as well as staff and students of École canadiennefrançaise,
Pavillon Gustave-Dubois for their hospitality, volunteers, judges and certainly the audience. Without their contribution, the 7th edition of Secondaire en spectacle couldn’t have been a success. Congratulations to all artists!

Regina, February 25th, 2010 - The Conseil des écoles fransaskoises (CÉF) is proud to introduce Mr. Dominic Rivard
as the new principal of École Valois in Prince Albert. He will be replacing Helene Grimard who is retiring in June.

Mr. Rivard holds a Bachelor's degree in Education from the University of Regina, a Master's degree in French
Education from the University of Eastern Washington and a Masters in Educational Administration from the University
of Saskatchewan.

Mr. Rivard began his teaching career in 1999 first at Holy Cross and in 2001 at St. Anne School in Prince Albert. In
2004, he then pursues his career at St Matthew's School in Saskatoon and since 2007 he is the principal of the École
Ducharme of Moose Jaw. He has also acted in since October 2009 as principal of the école Boreale Ponteix.

Mr. Rivard will join the school in August 2010. The CÉF along with the school staff, students and parents are proud of
this appointment and wish him the best of success in fulfilling his new duties.

French schools help Haiti Relief

Regina, February 2nd, 2010 – École Beau Soleil is having its fundraising during lunch hour today at Innovation Credit
Union, in Gravelbourg, through a bake sale organized by students in 6th and 7th grades. School families have made
cakes for this sale.

Between January 18 through 25, Monique Craig, a teacher at the École de Bellegarde, has organized a fundraiser to
help victims of Haiti’s earthquake. It has raised an unexpected amount of $1,202. The school has auctionned three
pairs of mittens from the official Vancouver Olympic Games 2010.

Several other initiatives of this kind have occurred in other schools of the Conseil des écoles fransaskoises (CÉF).
École Monseigneur de Laval in Regina has raised over $2,000 through a bake sale organized by Carline Petit-
Homme two weeks ago. In North Battleford, école Père Mercure is having a bottle drive until the end of this week.
Students in Grades 11 and 12 of École secondaire College Mathieu in Gravelbourg have also done their share. As
part of their Christian education classes, students did a door-to-door activity during one hour in the streets of the
village to collect donations. They raised a sum of $580.76.

All funds collected by the schools are being donated to the Canadian Red Cross.

Regina, February 1st, 2010 – The Conseil des écoles fransaskoises (CÉF) is pleased to announce the appointments
of Mr. Miles Muri as director of the Innovation and Virtual Learning Centre and Ms. Denise Sirois as education
consultant.

Mr. Muri holds a Bachelor's Degree in Education and a Bachelor Degree of Arts from the University of Saskatchewan.
He started his career with the CÉF back in 2000 as a teacher and then a consultant in distance education and IT.
Since 2008, he is the acting director of École secondaire Collège Mathieu (ESCM) in Gravelbourg.

Ms. Sirois began her teaching career in 1994 at Prud'homme School before joining the staff at École Providence in
Vonda. She also worked as an education consultant for the Direction de l’éducation française for two years. She
holds a Bachelor’s Degree in Education from the University of Regina.

Members of the CÉF would like to congratulate Ms. Denise Sirois and Mr. Miles Muri, and wish them good luck in
fulfilling their new duties.

Ysabelle Perreault and Ms Gail Gaudet as social worker and counsellor, student services.

Perreault joined the team of student services of the CÉF in January 4th, 2010. She holds a special
education diploma of the Cité collégiale and a Bachelor of Social Work of the Université du Québec à Hull.

Employed by the CÉF since August 2003, Ms. Gaudet was a teacher at École St-Isidore de Bellevue. She
holds a Bachelor of Education from the University of Saskatchewan.

My Career, My Life! A Retreat for Grade 10 Students

Regina, January 28th, 2010 – Career Counselling Services of the Conseil des écoles fransaskoises (CÉF) are
organizing a retreat for Grade 10 students from the North of the province, in Saskatoon on February 1st from 9 :00
a.m. until 3 :15 p.m. and for students from the South, in Regina on February 2nd.

The main objectives of the day are to have students reflect on their personal quest for identity, to support students in
their career path using the principles of Choice Theory, to provide practical tools for effective career decision-making
and to encourage francophone culture, language, and identity in relation to career decision making.

As the only Francophone school division in the province, the CÉF administers 12 schools across the province,
including a boarding school. Services in most schools range from pre-kindergarten to Grade 12, and students benefit
from a high quality education.
Career counselling services are available since 2000 and aim to educate and accompany high school students in
order to guide them in selecting courses and help them explore their career options for post secondary education as
well as for the working world. The career counselors include Gisèle Lalonde, and Yvette Forcier.

Major education project for the City of Lloydminster

Regina, January 18th, 2010 - The Conseil des écoles fransaskoises (CÉF) in lauching a major education project in
Lloydminster. On January 14th, the CÉF held an information session in Lloydminster to begin the process of
registering students for a preschool.

Bernard Roy, director of education at the CÉF, states: "We hope this project can soon be implemented. For some, it
is a dream that one day will come true. We look forward to working closely with our partners to ensure its success. "
The school project is a partnership between the provincial francophone parents’ association, Association des parents
fransaskois (APF), the provincial francophone community organization, Assemblée communautaire fransaskoise
(ACF) and the CÉF. The first step will be the opening of a preschool and a playgroup. This major project also requires
the commitment of all of Saskatchewan's Francophone community and particularly those who live in and around
Lloydminster.

"This is a historic meeting! We are proud to support francophones parents of Lloydminster in setting up a play group
and preschool. We are ready to assist the parents so that one day, this community will have access to a Francophone
school," says Colette Lavallée, member of the Board of Directors of the APF and resident of Delmas, SK.
According to André Moquin, elected representative of the ACF in education : "Francophones living in Lloydminster
deserve more services in French. The ACF will explore the possibility of gathering French speakers in Lloydminster
and the surrounding area. "

A BREAKTHROUGH FOR ÉCOLE PROVIDENCE

Regina, December 7^th, 2009 - Once again, the schools from the Conseil des écoles fransaskoises (CÉF) met for the 9^th Francophone Floor Hockey Tournament. This activity is growing every year and for this edition, 27 junior high teams from all over the province gathered at école Monseigneur de Laval in Regina. The level of competition was very high and the atmosphere was wonderful during the whole tournament. The players fought fiercely to the end. Following are the winners:

The trophy of sporting spirit was awarded to the team who had shown an exemplary behavior both on the floor and in the stands. This year winners were the girl’s team of école Notre-Dame-des-Vertus of Zenon Park.

The organizing committee would like to thank all the volunteers, participants, coaches, and members of the community, the graduates and the entire team of École Monseigneur De Laval. Everyone’s involvement has made
this 9th edition another great success.

YVAN LEBEL ELECTED AS CHAIR OF THE CONSEIL SCOLAIRE FRANSASKOIS

Regina, November 17th, 2009 – In accordance with the Education Act, the Conseil scolaire fransaskois (CSF) held an organizational meeting on November 16th. Board members elected Yvan Lebel as chair of the Board, and Simone Couture as vice-chair, both for a one-year term.

According to Lebel : “This mandate means continuity and not change. As spokesman for the Conseil, I will always put forward the group’s decisions. I enjoyed the experience from my last term and I am ready to get more involved.”

Members were also elected on various permanent committees. These include:
• Advisory Committee: trustee Murielle Elliott, région scolaire francophone des Battlefords;
• Scholarship Committee: trustee Jerome Perreault, région scolaire francophone de Zenon Park;
• Grievance Committee: trustee Murielle Elliott, région scolaire francophone des Battlefords, and trustee André
Denis , région scolaire francophone de l’École Providence;
• Budget Committee : trustee Joseph Poirier, région scolaire francophone de Bellegarde, trustee André Denis,

Élizabeth Perreault will represent the Conseil at the Saskatchewan School Boards Association’s executive, while Simone Couture will represent the Board at the Fédération nationale des conseils scolaires francophones (National federation of francophone school boards).

Francophone schools see an increase of their enrollment figures

Regina, October 26, 2009 – For a second consecutive year, the Conseil des écoles fransaskoises (CÉF) recorded
an increase in registration with a total of 1235 students. This represents an increase of 4.21% in the number of
students enrolled in Francophone schools throughout the province.

Schools with the largest augmentation are École Ducharme of Moose Jaw, école Père Mercure of North Battleford
and école Monseigneur de Laval in Regina.

Welcoming and assisting Conseil des écoles fransaskoises exogamous’ families

Regina, October 20, 2009 – The Conseil des écoles fransaskoises is launching a major initiative aimed at
helping all parents participate in their children’s education regardless of their French language skills. To this end,
a tour is being organized in the 12 schools of the CÉF across the province. Glen Taylor, author of I'm with you
and Fusion, will talk about the awareness and accountability necessary to face the realities of exogamous
families.

In his book Fusion, Mr. Taylor describes exogamy as the union of two individuals with different mother tongues and
cultural backgrounds. In order to have a programme planning that takes into account the special needs of students
from exogamous families, provides training and develops tools for them, the CÉF has hired a consultant in exogamy
in the fall of 2008.

The consultant’s role, among other things, is to reinforce existing structures for exogamous families in fransaskois’
schools, supporting parents in the social and cultural integration of their children and developping tools for those
students and their parents. To continue this process of collecting data, Mr. Taylor began touring schools yesterday;
he will be supported by Doug Bell, exogamy consultant.

The Fransaskois volleyball Open always so popular!

Regina, October 15, 2009 – 44 teams, over 400 participants, coaches and volunteers were at the Saskatoon Soccer
Center for the 19th edition of the Fransaskois Volleyball Open. The games were held on October 1st and 2nd in front of
crowd happy to meet for the first provincial event of the year.

Once again, École de Bellegarde and école St-Isidore of Bellevue were on top of their games. It is also important to
note that the école Providence won its first gold medal for the intermediate boys.

Saskatoon celebrates the Official Opening of its new Francophone school pavilion!

Saskatoon, September 16^th, 2009 - Students, parents, community members and dignitaries gathered this afternoon to celebrate the Official Opening of Pavillon Gustave-Dubois of École canadienne-française in Saskatoon.

The Pavillon Gustave-Dubois welcomes students from Grades 8 to 12, the regional office for Conseil des écoles fransaskoises (CÉF) as well as community spaces. This project would not have been possible without the contribution of the Government of Canada and the Government of Saskatchewan.

According to Barbara Riley, president of Conseil scolaire Fransaskois (Francophone school board): "Our presence here today marks the completion of a project, the culmination of a dream that finally becomes a reality for students, for parents and for the community. This pavilion will enable us to provide a French education of the highest quality to our students through an even wider range of services. "

"The CÉF has seen its enrollment increase for a third consecutive year. As a result, we need to continue to meet the needs of our students, which includes adequate infrastructure. We are proud to be here, " adds Bernard Roy, director of education.

The pavilion was named in memory of Gustave Dubois, a pillar of the community with regards to francophone education in Saskatchewan. Mr. Dubois was principal of École canadienne-française from 1990 to 2003 before becoming Superintendant of Education for the CÉF. His conviction and dedication to this cause has been widely recognized, together with many other individuals who were involved directly or indirectly with this project.

New principal at École Valois

Regina, August 21, 2009 - The Conseil des écoles fransaskoises is pleased to announce the appointment of Helene Grimard as the principal of école Valois of Prince Albert. She takes office immediately.

Ms. Grimard has been employed by the CÉF since June 2005. She has held several positions within the school division, including Head of Public Relations, Marketing Officer for École secondaire Collège Mathieu and most recently as principal of École Monseigneur de Laval.

Ms. Grimard holds a B.Ed. and an M.Ed. in French Education, as well as a Bachelor of Arts from the University of Saskatchewan. She also holds a Master's degree in Education Administration from Eastern Washington University. Previously, Ms. Grimard had worked as a teacher and school principal for 31 years with the Greater Saskatoon Catholic Schools.

The CÉF welcomes her appointment and wishes her every success. Her vast experience and recognized talents will help her face the great challenge that awaits her.

The Education Consultant Team Welcomes New Members

Regina, June 24, 2009 - The Conseil des écoles fransaskoises (CÉF) is pleased to announce the appointments of Ms. Denise Sirois and Ms. Rosalie Lizée as education consultants. Ms. Sirois will be replacing Ms. Amélie Thériault, who is on maternity leave, and Ms. Lizée will take the place of Mr. Gilles Groleau, who has accepted to take on new challenges. Both will assume their new role in August 2009.

Ms. Sirois began her teaching career in 1994 at Prud'homme School before joining the staff at École Providence in Vonda. She also worked as an education consultant for the Direction de l’éducation française for two years. She holds a Bachelor’s Degree in Education from the University of Regina.

Ms. Lizée joined the CÉF in 1996 as a teacher and subsequently took on the role of vice-principal, for the past two years, of École Monseigneur de Laval in Regina. She also worked as a teacher for the Francophone Public School Division of Eastern Ontario. She holds a Bachelor of Arts from the Collège universitaire de Saint Boniface, and a Bachelor’s Degree in Education from the University of Manitoba.

The team of educational advisors has been in existence since 2000. They act as a catalyst for school teams and provide support in developing action plans, with the curriculum, in planning and assessment while providing mentoring and training. The team is composed of Fatma-Zohra Henni, Denise Sirois and Rosalie Lizée.

The CÉF would like to congratulate Ms. Denise Sirois and Ms. Rosalie Lizée, and wishes them good luck in fulfilling their new duties.

Prince Albert celebrates the CÉF’s graduates with a Celebration Gala

Regina, June 18, 2009 - On Saturday, June 13, 2009, the community of Prince Albert hosted the 2nd edition of the Gala de la celebration des finissants du CÉF, a provincial graduation gala organized by the CÉF to recognize the contribution and hard work of the graduates from all the francophone schools in the province.

More than 180 people gathered in the lobby of the Super 8 and boarded buses in order to discover the secret location of the Gala. The program included welcoming guests with a cocktail in the foyer at City Hall in Prince Albert, from where guests were directed to meet at the Forestry Center across the street, where they discovered the incredible decor of the hall and the rotunda of the Center. A buffet supper and an awards ceremony followed, during which Fransaskois students presented an array of musical entertainment.

Among the guests present were: CÉF graduates and their parents from all four corners of the province, including Prince Albert, Moose Jaw, Zenon Park, Bellegarde, Saskatoon, Gravelbourg, Bellevue, and Regina. Also in attendance were: members of the Francophone School Board and staff of schools and offices, as well as members of the Assemblée communautaire fransaskoise.

Each graduate received a certificate of merit, and 16 were also awarded trophies in a variety of categories during the award ceremony.

The Conseil des écoles fransaskoises welcomes a new Director of Facilities and Transport

Regina, June 17th, 2009 - The Conseil des écoles fransaskoises (CÉF) is proud to announce the appointment of Steve Christian Ekoudi as director of facilities and transportation.

Mr. Ekoudi’s responsibilities will primarily consist of organizing the CÉF’s services, facilities and school transportation. He will ensure the planning, supervision and project management of CÉF facilities as well as manage and audit budgets pertaining to facilities. With regards to school transportation, he will plan and coordinate school bus routes, plan for and ensure the maintenance of the fleet of buses while providing the necessary follow-up with suppliers, contractors and parents.

At the time of his appointment, Mr. Ekoudi was a consultant, project manager at the Ministry of Immigration and Cultural Communities in Montreal. He began his extensive career in 1996 at the sales and communications department at Groupe Découverte. Since then, he has worked as been project controller officer of NCO for Bell ExpressVu, project manager for Multinet Communications and consultant to the Société de transport de Montréal on the Opus project.

In addition to his basic training in economics, Mr. Ekoudi holds a certificate in Project Management from the Hautes études commerciales of Montreal and a Bachelor’s degree in Business Administration from the Université du Québec à Montréal.

Mr. Ekoudi will officially assume his new duties in July 2009. CÉF leaders are pleased that he has agreed to undertake these major challenges and wish him the best of success.

Norman DeCelles becomes Director of Human Resources

Regina, June 17th, 2009 - The Conseil des écoles fransaskoises (CÉF) is very pleased to announce the appointment of Mr. Normand DeCelles as Director of Human Resources. His position includes managing, planning, organizing and directing human resources, recruiting candidates and conducting interviews, developing a strategic plan for succession within the CÉF. Mr. DeCelles takes office in August 2009.

At the time of his appointment, Mr. DeCelles was Change Strategist at Farm Credit Canada. He has over 12 years of experience in the field of human resources management. Mr. DeCelles began his career in 1997 as human resources consultant for the Jean Coutu Group prior to joining Farm Credit Canada in 2002 as a senior human resources business partner.

Mr. DeCelles holds a bachelor's degree in business management, human resources option of the École des hautes études commerciales. He has many certifications and has attended several courses in change management and leadership and coaching.

The CÉF administrators are pleased that Mr. DeCelles has agreed to undertake this important role and wish him the best of luck.

Sébastien Ouellet to be new vice-principal at École Monseigneur de Laval

Regina, June 10, 2009 - The Conseil des écoles fransaskoises (CÉF) is proud to announce the appointment of Mr. Sébastien Ouellet as vice-principal of the elementary pavilion of École Monseigneur de Laval. He replaces Ms. Rosalie Lizée who intends on taking on new challenges.

Mr. Ouellet joined the CÉF several years ago, where he had taught at École Notre-Dame-des-Vertus and École Boréale before teaching for several years at École Monseigneur de Laval. He holds a university degree and a bachelor in physical education from the University of Sherbrooke.

Mr. Ouellet begins his duties in August 2009. The CÉF joins the staff, students and the Fransaskois community in congratulating him and wishing him well in his new position.

Tom Michaud assumes role as Mentoring Director

His position includes providing coaching and development to new school principals and new teachers. He will officially assume his new duties on August 24, 2009.

Mr. Michaud has a passion for teaching. He came to the CÉF in August 1998 as a teacher and principal at École Notre-Dame-des-Vertus. At the time of his appointment, he was principal at École Valois in Prince Albert, a position he held for 8 years.

Mr. Michaud holds a Bachelor of Education from the University of Regina. He began his teaching career in 1992 at Zenon Park School and then worked at St. Andrew School in Regina.

New Leadership at École Notre-Dame-des-Vertus

Regina, June 3, 2009 - The Conseil des écoles fransaskoises (CÉF) is proud to announce the appointment of Mr. Benoît Leblanc as principal of École Notre-Dame-des-Vertus (NDV) in Zenon Park. He will replace Mrs. Arlette Gaudet who has chosen to teach at École St.-Isidore next year.

Mr. LeBlanc holds a Bachelor of Education with Distinction from the University of Saskatchewan.

Mr. Leblanc first began his teaching career in 1998 at Lanigan Elementary School, before teaching with Wacihk First Nations. He then became a member of the CEF teaching staff in 2008 at École NDV.

He will assume his position as principal in August 2009. The CÉF, together with the staff, students and parents, congratulates Mr. Leblanc and wishes him good luck in fulfilling his new duties.

Regina, May 28, 2009 – The Conseil des écoles fransaskoises (CÉF) is proud to announce the appointment of Messrs. Rémi Lemoine as the principal of the elementary pavillon and Gilles Groleau as the principal of the High school pavillon of école Monseigneur de Laval of Regina.

M. Lemoine holds a Bachelor of Arts from the Collège Universitaire Saint-Boniface and a Bachelor Degree in Francophone Education from the University of Regina. Until the end of the school year, M. Lemoine will remain the principal of École Émilie-Tremblay in the Commission scolaire francophone du Yukon. His teaching career began in 2000 at école Précieux-Sang in the Division scolaire franco-manitobaine.

While working with the CÉF since 1990, M. Groleau has had several positions within the school division including guidance counselor and teacher at the école Monseigneur de Laval, education consultant and acting director at the École Ducharme in Moose Jaw.

Mr. Groleau holds a Bachelor of Education French Studies from the Université du Québec à Trois-Rivières and a Master of Education from the University of Ottawa. He began his teaching career in 1988 at Ashbury College in Ontario before being a lecturer at the Université du Québec à Trois-Rivières, at Carlton University and more recently at the University of Regina.

According to Bernard Roy, Director of Education of the CÉF: "The two will work together in collaboration with the School Council to provide a smooth transition and ensure continuity in the academic field but also for the cultural identity of our students. "

The principals will officially begin their new duties in August and the CÉF wishes them every success. Their vast experience and recognized talents will help them face the great challenge that awaits them.

New records set at the CÉF Provincial Games

Regina, June 9th, 2009 - Over 300 students gathered at the Gutheridge Field Sports Complex in Moose Jaw on June 3rd and 4th to mark the 5th edition of the provincial Games organized by the Conseil des écoles fransaskoises (CÉF). Students from ten schools prevailed to win an impressive number of medals.

For the 2nd year in a row, École Providence won the French Education Branch (FEB) Trophy for best team spirit and Francophone pride. The CÉF trophy was awarded to École canadienne-française for the greatest number of points raised.

Finally, the Institut français trophy was awarded to École Notre-Dame-des-Vertus, who accumulated the most points per capita with regards to the total number of participants in the games. They also received several honors, including two plaques donated by the Association des directions des écoles fransaskoises (ADEF). These were granted respectively to Simon Perrault for best male athlete, and to his sister, Myriam Perrault, for best female athlete of the games.

A whopping 25 new records were set in a total of 78 events in all categories. Of particular note, one young athlete from Bellegarde, Jaelene Poirier, broke her own records in both the 100- and 400-metre dashes. See the attached list for a more complete description of the other records set.

For Bernard Roy, director of education, these games have allowed CÉF students not only to discover their sporting talents, but also to network with their peers. "These games have become an annual event of fellowship, a great reason to get together, socialize and learn to know each other better while being measured on each other during friendly competition. "

The CÉF would like to thank Moose Jaw Ford, TJ's Pizza, Moose Jaw Market Place Co-op, École Ducharme and Culligan Water who made this activity possible.

Special thanks are also directed to the organizers and all the volunteers who helped make these games a success. We hope to see everyone again in June 2010 in Moose Jaw.

Bertrand Gosselin puts the French language in the spotlight

Regina, April 22nd 2009 – On Monday, the Grade 5 and 6 students at École Monseigneur de Laval participated in songwriting workshops with Bertrand Gosselin. During the first 60-minute workshop, with the help of the Grade 5 students, Mr. Gosselin wrote about Francophones in Saskatchewan. Then, assisted by the Grade 6 students, he wrote a second song reflecting Monseigneur de Laval School.

This workshop was an opportunity for students to get a glimpse of the work put into song writing and also to strengthen their culture. These creations have helped students become aware of what a melody consists of, as well as what is meant by rhythm, phrases, theme and musical structure. Through song writing, the students underscore the importance of keeping their language alive.

Mr. Gosselin is now touring Francophone schools across Canada. His tour is entitled: "Pour l'avènement d'une chanson en Franche-Amérique". With the support of the "Centre de la francophonie" (Centre for the French-speaking world), he began his tour in Ontario, where he composed and recorded 9 songs. As for the lyrics in his songs, Mr. Gosselin gets his inspiration from words and/or ideas given to him by the students.

A new Chief Financial Officer for the Conseil des écoles fransaskoises (CÉF)

Regina, April 1st, 2009 - The Conseil scolaire Fransaskois (CSF) is very pleased to announce the appointment of Mr. Gilbert Hautcoeur to the position of Chief Financial Officer of the CÉF. Mr. Hautcoeur takes office immediately.

At the time of his appointment, Mr. Hautcoeur was acting Chief Financial Officer since February 2008. Mr. Hautcoeur acquired during his career, extensive experience in the field of management and financial services. He began his career in 1986 as an accountant at the Conseil culturel fransaskois. He then worked as secretary-treasurer of the Conseils scolaires Fransaskois - SUD and the Conseil général des écoles fransaskoises from 1994 to 1999. After the amalgamation of 9 schools boards, he became in 1999, manager of services and facilities, position he took up until his appointment.

Mr. Hautcoeur is from Manitoba and moved to Saskatchewan several decades ago. He holds a diploma in Business Administration from the Collège communautaire de St-Boniface.

The CÉF manages a large budget of more than 20 million, which requires special attention, including several major projects under construction such as École canadienne-française in Saskatoon or Monseigneur de Laval in Regina, to name a few.

The CÉF joins together with the staff, students and the Fransaskois to congratulate Mr. Hautcoeur and wish him well in his new position.

So many talented artists at Secondaire en spectacle finale

Regina, March 18th, 2009 - Last Thursday in Gravelbourg, École secondaire Collège Mathieu (ÉSCM), was host to the 6th finale of Secondaire en spectacle. The show consists of young people who produce comedy, dance numbers, drama or music. This year, the music was in the spotlight, about fifteen young people from Grade 7 to 12 from four schools of the Conseil des écoles fransaskoises (CÉF) performed.

The winners of the evening were Joel Cossette and Dereck Blanchard, from École canadienne-française of Saskatoon, who submitted their own composition. The duo deserves a pass for the panquébécois’ next finale of Secondaire en spectacle to be held from next May 28 to 31 in Montérégie.

It wasn’t easy for the judges as talent was present throughout the evening. Second place went to KB JAY, a rapper from École canadienne-française of Saskatoon. The group Band'ados of école St-Isidore finished in third position. While, Eric Chartrand and Brandon Langlois of école Monseigneur de Laval of Regina, won the jury’s coup de cœur of the jury for their interpretation. Another highlight was the MAT performance of École secondaire Collège Mathieu who entertained the crowd during the judges deliberation.

With the collaboration of the Conseil culturel fransaskois, the participating artists had the chance to meet Ms. Annette Campagne, a renowned singer who gave them some advice to improve their performance and presence on stage. A highly appreciated and beneficial activity for participants.

The CÉF would like to thank its partners for their support, as well as staff and students of École secondaire Collège Mathieu for their hospitality, volunteers, judges, not to mention the audience. Without their contribution, the 6th edition of Secondaire en spectacle couldn’t have been a success. Congratulations to all artists.

The Conseil des écoles fransaskoises has a new Superintendant of Education

Regina, March 12th, 2009 - The Conseil des écoles fransaskoises (CÉF) is pleased to announce the assignment of Ms. Frankie LaClare to the position of Superintendent of Education.

Prior to her appointment, Ms. LaClare occupied since June 2008, the position of acting superintendent of Education. She will now take active responsibility; as well as continue to handle students services.

Ms. LaClare joined the CÉF in 2004 as a counselor before becoming coordinator of Student Services in 2007. Ms. LaClare holds a Bachelor degree and Master degree in Education and a Bachelor of Arts and Sciences, both three degrees are from the University of Saskatchewan.

Ms. LaClare will officially begin her new duties on April 1st, 2009. CÉF leaders rejoice that she has agreed to tackle these major challenges and wish her the best success.

Andrew Pearce stands out again!

Regina, January 23th, 2009 – Andrew Pearce, a Grade 11 student from the École canadienne-française of Saskatoon, wins 1st place in the junior category (Grade 10 to 12) of the Dictée des Amériques. Indeed, for a second consecutive year Andrew will represent the Conseil des écoles fransaskoise (CÉF) at the grand finale to be held in Quebec city April 25th, 2009. Gabrielle Dufresne, a Grade 12 student at école Monseigneur de Laval, finished second.

The Dictée des Amériques is an international dictation competition of French language. Each year, nearly 130 finalists from all over the world meet in Quebec to compete in a friendly competition that evaluates their knowledge of spelling and grammar.

The CÉF has taken the initiative to test the talents of students from Grade 7 to 9. The provincial winner is Geoffrey Carter, a Grade 9 student at École canadienne-française. Congratulations to the other winners: Nicholas Gaudet, Grade 8 at école St-Isidore and to Marc Dumont, Grade 7 at école Monseigneur de Laval.

The CÉF is pleased with the performance of its students and encourages everyone to participate again next year. Congratulations to participants and winners!

A nice retreat for grade 10 and 11 students

Regina, January 21th, 2009 – Career Counseling Services of the Conseil des écoles fransaskoises (CÉF) are organizing a retreat for grade10 and 11 students from the South of the province, in Regina on February 2, 2009 from 9 a.m. until 3 p.m. and for students from the North, in Saskatoon on February 3, 2009.

The general objectives of the day are to have students reflect on their personal quest for identity, to support students in their career path using the principles of Choice Theory, to provide practical tools for effective career decision-making and to encourage francophone culture, language, and identity in relation to career decision making.

During the retreat, students will also take the GROP exam, which will help them better understand their general interests as well as the activities and occupations that suit them.

The CÉF is the only francophone school division in Saskatchewan, gathering 12 schools across the province. Career counseling services are available since 2000 and aim to educate and accompany high school students in order to guide them in selecting courses and help them explore their career options, for postsecondary education as well as for the working world. The career counselors’ team includes Luc Bertrand, Gisèle Lalonde and Yvette Forcier.

New Director of Education named

Regina, December 12th, 2008 - The Conseil scolaire fransaskois (CSF) is proud to announce today that Mr. Bernard Roy has been appointed Director of Education of the Conseil des écoles fransaskoises (CÉF). Mr. Roy will begin his new role in January 1, 2009.

In July 2008, the CSF began its search for a new Director of Education following the criteria under the Education Act of the Ministry of Education and the profile sought by the Board. The CSF then undertook a well thought-out, rigorous and transparent selection process and is now unanimously certain that it has chosen the candidate who best fits the criteria it established, and is satisfied with the results.

“We are very pleased to have appointed Mr. Roy to this position,” said Barbara Riley, CSF’s president. “He knows the CSF, the CÉF, and its employees well, and will be in a position to ensure continuity and leadership with regards to the current projects and the success of our students.”

Mr. Roy had been Acting Director of Education for the CÉF since February 2008. During his career, he has acquired a vast experience in the field of education and educational administration. He began his career as a teacher, worked as Dean of Students at Collège Mathieu from 1982 to 1985, then as high school principal from 1989 to 1999. From 1999 to 2000, he was principal at École Monseigneur de Laval, and from 2000 to 2008, held the position of Superintendant of Education for the CÉF.

He obtained his Bachelor of Arts (History and Curriculum Studies) in 1979, and went on to obtain a “Professional A” teaching certificate in 1984 from the University of Regina, as well as a Masters in Educational Administration from the University of Ottawa in 1993. Throughout his career, Mr. Roy has participated in many committees and boards of directors.

The CSF joins together with the staff, students and the Fransaskois community in general to congratulate Mr. Roy and wish him well in his new position.

Triples win for école Monseigneur de Laval

Regina, December 8th, 2008 - Once again, the schools from the Conseil des écoles fransaskoises (CÉF) met for the 8th Francophone Floor Hockey Tournament. This activity is growing every year and for this edition, 25 junior high teams from all over the province gathered at école Monseigneur de Laval in Regina. The level of competition was very high and the atmosphere was wonderful during the whole tournament. The players fought fiercely to the end. Following are the winners:

Young authors in the spotlight

Regina, December 4th, 2008 - Young students aged 15 to 17 going to various high schools of the Conseil des écoles fransaskoises (CÉF) were invited to participate in a writing contest through their school. The young authors selected have completed a writing internship given by professional artists. The product of their writings will be presented throughout the Troupe du Jour’s show entitled “Les Mots d’ados” (Words of Teenagers).

Several original scenarios were explored by those students in their scripts such as an introduction to a school that makes us discover the drama of a lonely man; a nurse’s phobia makes her monstrous in the eyes of the student; an expedition between friends that concludes with a car chase, an employee of Wal-Mart that goes after super heroes who stole the store...

Roger Gauthier gets the Award of Distinction

Regina, December 3rd, 2008 - The Conseil des écoles fransaksoises (CÉF) is proud to announce that Mr. Roger Gauthier received the Award of Distinction at the Saskatchewan School Boards Association’s (SSBA) Banquet, which took place on December 1st, 2008 at the Radisson Hotel in Saskatoon. This award is presented annually to a current or former school board member who demonstrated outstanding service and made a significant contribution to enhance education. Mr. Gauthier was nominated by the Conseil scolaire fransaskois (CSF).

Gauthier contributed to the Francophone education for over 20 years. First as a dedicated collaborator with the parent’s movement where, between 1988 and 1994, he was involved in negotiating the full governance of CÉF’s schools.

As a parent, he served as a board member with the CSF from 2000 to 2003. During this period, he assured the integration of preschools to the CÉF’s schools. This initiative is both new and unique within school boards. Even today, Roger Gauthier through the Association des Parents fransaskois (APF) continues to be a partner of choice when it comes to early childhood field.

Roger Gauthier has made and still makes a considerable contribution to the development of the fransaskois education.

The 8th Francophone Floor Hockey Tournament

WHEN: Thursday and Friday, December 4th and 5th, 2008

WHERE: École Monseigneur de Laval, 1601, Cowan Crescent à Régina

Over 250 students made by 25 teams of nine fransaskois’ schools from across the province will be present and will compete for the 8th annual Francophone floor hockey tournament.

This competition allows students to practice floor hockey in a friendly and French environment in addition to being an excellent opportunity to socialize and meet other young Fransaskois of the province.

In the evening, the improvisation league undertakes its 4th season. Three sessions will be held involving three schools of the Conseil des écoles fransaskoises.

Consultations among the CÉF’s schools

Regina, November 28th, 2008 - The Conseil des écoles fransaskoises (CÉF) has undertaken a series of consultations in its schools across the province in order to better gauge the needs of students and their parents. The meetings were held this week in Prince Albert, Saskatoon and North Battleford in a forum where the topic of retention among Fransaskois’s schools has been widely discussed. Next week will be the turn of Regina and Moose Jaw to host consultations in their respective schools.

Through the forums, the CÉF will be able to determine the reasons that influence students in their choice of a high school, the reasons that made high school students stay in our schools and the improvements that they would like to see at their school. Several subjects were discussed during the consultations such as programming, sports and cultural activities to name a few.

Unlike most schools boards across the province, the CÉF has seen the percentage of its enrollment increase this year by 4.4% hence the need to continue to offer a healthy environment while pursuing the work that is being done for retaining and recruiting students.

BARBARA RILEY RE-ELECTED AS CHAIR OF THE PROVINCIAL FRANCOPHONE SCHOOL BOARD

Regina, November 25th, 2008 – In accordance to the Education Act, the Conseil scolaire fransaskois (CSF) took advantage of its November 24th meeting to hold an organizational meeting. Board members re-elected Barbara Riley as chair of the Board, and Élizabeth Perreault as vice-chair, both for a term that will last a year.

According to Riley: “ The CSF will focus its attention on a number of important issues in the up-coming year. We must secure adequate funding from the provincial government to enable our Board to fulfill its triple mandate which takes into account not only the academic needs of our students, but the importance of instilling in them a pride in the culture and language, and a sense of belonging to the Francophone community. It is also essential that we find ways for our non-francophone speaking parents to become more involved in the education of their children.” The CSF also hopes to bring to fruition two construction projects, one in Saskatoon and the other in Gravelbourg, added Riley.

Members were also elected on various permanent committees. These include:

•    Advisory Committee: trustee Murielle Elliott, Région scolaire francophone des Battlefords;
•    Scholarship Committee: trustee Murielle Elliott, Région scolaire francophone des Battlefords;
•    Grievance Committee: trustee Joseph Poirier, Région scolaire francophone de Bellegarde and trustee André Denis , Région scolaire francophone de l’École Providence;
•    Budget Comitte : trustee Joseph Poirier, région scolaire francophone de Bellegarde, trustee André Denis, région scolaire francophone de l’École Providence and trustee Élizabeth Perreault, région scolaire francophone de l’École St-Isidore.

Simone Couture will continue to be a part of the Saskatchewan School Boards Association’s executive, while Barbara Riley will represent the Board at the Fédération nationale des conseils scolaires francophones (National federation of francophone school boards).

AWARENESS WEEK against bullying

Regina, November 18th, 2008 - The Conseil des écoles fransaskoises (CÉF) is proud to announce the celebration of the National Awareness Week against bullying across the francophone schools from November 17th to 21st, 2008.

This national awareness campaign is a joint initiative of the Canada Safety Council and the National Film Board of Canada, with the support of the National Strategy on Community Safety and Crime Prevention, an initiative of the Government of Canada that aims to help Canadians address the root causes of crime and victimization.

The collaboration between teachers and students is important to develop strategies to fight bullying either in the schoolyard or inside the school. For the occasion, the francophone schools are organizing events designed to sensitize students to this phenomenon.

Laval en voyage, a well appreciated initiative!

Regina, November 17th, 2008 - The group “Laval en voyage” traveled to Europe from November 1st to 11th, 2008. A journey that has been widely appreciated by École Ducharme’s student from Moose Jaw and Monseigneur de Laval’s students of Regina.

“Laval en voyage” is an initiative that was established in 1995 with the aim of retaining and rewarding the high school students who chose to complete their studies at Monseigneur de Laval. The first trip took place in 1997 with a group of 14 students who traveled in France. Since then, a trip is organized every 2 or 3 years. The choice this year of France and Italy was done quite easily since students are studying programs that focus on topics related mostly to France.

During those trips to the old continent, young people have had the chance to visit historical monuments but also places they have heard or facts they have studied like the World War II.

For Claude Martel, who supervised the group twice: “It's so fascinating to see students when they discover unusual things, for example in 2002, when the group visited the home of Shakespeare in Great Britain. ”

École Valois, hostess of the next Gala de la célébration

Regina, October 23rd, 2008 - The Conseil des écoles fransaskoises (CÉF) is proud to announce that école Valois and the Prince Albert school community will host the upcoming Gala de la célébration of the CÉF’s graduates. The Gala to be held on June 13th, 2009is a celebration organized by the CÉF and recognizes the contribution and work of all graduating students from across the province.

Valois’s application was chosen for this 2nd edition because it is the first time the school will have 6 graduates. According to its principal, Tom Michaud, “We must build on the success of last year’s celebration. We must value the commitment of students who continue their secondary education in our schools but also acknowledge the support of communities throughout the schools’ path.”

This year, the CÉF expects to have over fifty graduates from across the province: Saskatoon, Bellegarde, Moose Jaw, Regina, Zenon Park, Gravelbourg, Bellevue and Prince Albert. Several surprises are expected this year. Therefore, mark this event in your agenda: June 13th, 2009, 2nd edition of the Gala de la célébration, live from Prince Albert!

There are three legal and equal educational entities in Saskatchewan: the Public School systems, the Separate School systems and the Conseil des écoles fransaskoises, the only francophone school board in the province. Regina, October 17th, 2008 - The long awaited launch of the new website of the Conseil des écoles fransaskoises (CÉF) was a vibrant success. The event took place on Thursday, October 16th, 2008 from 4 p.m. to 6 p.m. at the Bistro du Carrefour des Plaines in Regina.

Among the guests: students, parents, staff members, associations and partners, the Chair, Mrs. Barbara Riley officially launched the new site. According to her: “This change is a natural evolution for the school division which began in 2007 with the adoption of a new brand. This new branding will show to the community the vitality that stimulates the CÉF and its schools, and it will also raise awareness about the benefits of francophone Education among the population in Saskatchewan. ”

In addition to being a tool for promotion, awareness, communication, the new site is also an information tool. Internet users, partners, parents, students and staff now have access to this resource 24 hours a day, 7 days a week. For Bernard Roy, acting Director of Education: “This initiative is the result of one of the school board’s priorities that aims to support the development of information technology and communication to increase our visibility, our enrollment numbers and participation of the francophone community. That’s why in the months to come, each of our schools will have its own website. ”

A new record of participation at the Fransaskois volleyball Open

Regina, October 2nd, 2008 – 39 teams, almost 400 players and coaches were at the Saskatoon Soccer Centre for the 18th edition of the Fransaskois volleyball Open. The games were held on September 25th and 26th in front of crowds exalted in advance by the competition.

Stirring games and an electrifying atmosphere are undoubtedly the unforgettable elements of this tournament. It was also an opportunity for students from different schools of the Conseil des écoles fransaskoises (CÉF) to socialize and have fun en français naturellement.

New leadership at École Père Mercure

Regina, June 13th, 2008 - The Conseil des écoles fransaskoises (CÉF) is proud to introduce Mr. Daniel Blais as the new director of École Père Mercure. He will be replacing Mr. Claude Desnoyers who is retiring in June after several years spent in this position.

Mr. Blais holds a Bachelor's degree in Education from the University of Alberta, a Bachelor of Arts and Sciences and a Master's degree in Educational management from the University of Saskatchewan.

Mr. Blais began his teaching career in 1991 first with the Edmonton Separate School Local # 54, then with the Yellowknife Catholic Schools and since 1995 he was working with the North West Roman Catholic School Division # 16. He also has experience as a deputy director at the école Monseigneur Blaise Morand and St. Mary Community School.

Mr. Blais will join the school in August 2008. The CÉF along with the school staff, students and parents are proud of this appointment and wish him the best of success in fulfilling his new duties.

New leadership at École secondaire Collège Mathieu

Regina, August 8th, 2008 - The Conseil des écoles fransaskoises (CÉF) is proud to introduce Mr. Miles Muri as the new director of École secondaire Collège Mathieu (ESCM) in Gravelbourg. Muri will take over from Mr. Doug Bell as principal of ESCM and start in August 25th, 2008.

Mr. Muri holds a Bachelor's degree in Education and a Bachelor degree of Arts from the University of Saskatchewan. He started his career with the CÉF back in 2000 as a teacher and then a consultant in distance education and IT.

“With the great experience that Mr.Muri has, the CÉF is convinced that ÉSCM will continue to flourish under his leadership and the support of its staff” according to Bernard Roy, acting director of education.

The CÉF along with the school staff, students and parents are proud of this appointment and wish him the best of success in fulfilling his new duties.
